(00:00:00) This evenings election coverage made possible in part with the financial assistance of the Minneapolis Tribune. For the population decline represents more a change that's occurring in people in this city rather than still a mass Exodus to the suburbs. The Socialist Workers Party is talking about a mass Public Works program. I've made a commitment to bring the tax mill rate down for another year. If I'm elected Proposition 13 out of California amply demonstrated that there has to be some clear understanding on the part of city government where they can reduce the tax rate to I feel a good cop is responsible for actions of the bad cop. Otherwise you just as bad as the bad cop please issue has been way over blowing in this campaign. We had our Chiefs all did their term of office. We only had three and six and a half years. Mr. Hobbs says working on his fourth and hasn't completed four years fact is that I began my public service with a strong interest in local government that and interested as always continued. I've helped thousands and thousands and thousands of people I thought probably mr. Stanner. He was late circulating around because he was putting out some more copies of this girl has piece of literature, which is I think one of the worst things I've seen Come out in the last recent years. Good evening with Gary eichten. This is Bob Potter and tonight. You'll hear the results of the five way campaign for mayor of Minneapolis. Donald Fraser. The dfl candidate is attempting to return to public life after being defeated in the dfl Senate primary last year Fraser 18 Congressional races in a district that included all or most of Minneapolis during his tenure Fraser is well known in Minneapolis. And he defeated a primary opponent state representative James rice by a wide margin in September independent candidate Charles Stenberg wants to return to the mayor's office which he occupied from 1969 to 73. And again in 76 77 Stenberg is a political independent a member of the Minneapolis Police Department. He stresses conservative themes and is also well known in Minneapolis the independent Republican candidate. Mike Burrows is a newcomer to politics. This was his first campaign barrows is a dynamic candidate who attracted the attention of national GOP officials who ultimately decides I did not to put additional money into his campaign. The Socialist Workers Party candidate is Gail Swan who used the campaign to draw attention to her parties views on nuclear power economic problems and other issues. And the fifth candidate is Tom McDonald running under the honest government Banner McDonald has unsuccessfully sought public office a number of times in the past the incumbent mayor dfl. ER Al hofstede did not seek re-election. And that's the mayoral ballot today will also be reporting on other election contests in Minneapolis, including the city council and the school board and you'll hear election results from Duluth as well as other parts of the country tonight to help interpret some of the Minneapolis results. We have invited to our Studios lieu de Mars a dfl ER the outgoing president of the city council from The Fifth Ward Gary. We have some preliminary results already into he not in the mayor's race. We do Bob officially former Congressman Fraser has taken more than a two to one lead over. Our independent former mayor Charleston vague and I are Mike Burrows in the Minneapolis mayoral election returns from 50 of the 222 precincts gave Frazier 8250 votes Sten vague 40 220 in Mike barrows 3172. But Flew To Mars has been making some phone calls here and and Lou it appears at Frazier has definitely won the race or reports. I guess you've been told that that's ten big has conceded. Is that correct? Yes. I talked to Alderman Judy cureo who incidentally one tonight with over 70 percent of the vote in her district and Fraser carried the second Lord by 59% that isn't probably nearly as significant as the fourth ward race in which Alice rainville again one her election, but stem begin that particular Ward. Was about 37 percent Fraser's around 43% These are obviously unofficial returns, which do not take into consideration the absentee ballots. So they'll be somewhat refined later on but it appears to me that was ten big not winning in the fourth ward. There's no way that he can win a Citywide with the kind of margins that have come across in the second word. Okay. We all know course keep people reporting the official returns as they come in. There's also a an election in Duluth Bob as you noted. Yes, and I believe that dick daily is covering the Duluth city election and we have a report from him. (00:04:49) We now have an official returns from just over half of Duluth 57 precincts and it appears that John phoedo city councilman, May indeed defeat the former mayor of the city of Duluth been boo in tonight's validating the returns show phaedo with almost 8,000 votes and boo with just about 4,000 votes with Thirty or fifty Seven. Thanks reporting. It should be pointed out. However that those are mostly Central and Western City precincts the area in which veto was expected to do. Well, however, he is beating boo so badly in those precincts that there's growing speculation here at the clerk's office in Duluth City Hall that even as the Eastern precincts in the city began to come in and boo begins to close the gap. He will never catch up. So the political insiders here thinks Ito will win but about half the vote remains to come in here in the city of Duluth. This is Dick daily, (00:05:45) and we'll be checking back with dick as the evening progresses. We have reporters out and about this evening as well covering the various mayoral candidates in the City of Minneapolis. Tommy. Richmond is at Don freezers headquarters at the Holiday Inn Downtown Tom. What's the mood down there? (00:06:02) Well, the mood is quite jubilant. The people have been earlier on this evening. The people were a little bit low-keyed but as the evening has progressed people have Increasingly more excited dfl mayoral candidate candidate done freezer arrived at the Holiday Inn just a few minutes ago, and he had this statement for the 400 supporters who were greeting him. I'm sorry that we're late in arriving truth is I was out picking up our Vaughn at the airport. And the information we got is we came in while we were driving in from the airport? And then what we heard as we walked into the room sounds good. I hope maybe a little bit later after we are sure what the final outcome will be that I can make a more formal statement. and at that time I particularly want to tell all of you how much I appreciate the enormous amount of work that went into this campaign. I have been struck in these last few months with how many people were willing to send money to give time to walk the streets to pound the lawn signs and do all of the things that go into campaign and one reason that I was struck by it is that this is an age of cynicism and skepticism about politics and government. And yet in this campaign, we had so many we're willing to do so much and well, you're great people and our Vaughn and I really appreciate this very much after the statement Fraser excused himself. He said he was going to talk with vice president Mondale who was waiting on the phone. He's now returned. He's talking with a few reporters and he's expected to give a more formal statement a little bit later on this (00:08:05) evening. How many people are down there at the Holiday Inn, Tom? (00:08:09) I'd say between four and five hundred there is a ballroom which is not full yet. But the people are rapidly filling it (00:08:16) up one other question for a you've been paying attention to the race for some time. Now, did you keep track of vote voter turnout during the day to day (00:08:28) city clerk while Schwarzkopf informed me at about 5:30 this afternoon that 35? Percent of the registered voters in Minneapolis had voted and he expected that to rise to over to approximately 50% by the time the polls close at 8:00 o'clock. That would be about a hundred and twenty thousand votes total. That was his (00:08:49) prediction. All right, Tom. Thank you much reporting from the Holiday Inn in Downtown Minneapolis, and we'll be checking back with you a bit later this evening as well. Mary Stuckey was with Mike Burrows the independent Republican candidate for mayor and mr. Barrows has so far not conceded the election. (00:09:09) All I know is somebody handed me a sheet of paper saying I was in third place. I mean that pointed you're not ready to concede or or walk away from it right now. I am renew speech yet. When are you going to make that announcement? Probably after the ten o'clock news you think you'll know more than well. I just don't have any hard information on what's Happening. (00:09:33) I was Mike Barrow Ste. Independent Republican candidate for mayor and as we were saying just a couple minutes ago. Bob official returns indicate that the flr Don Frazier was more than two to one ahead of his nearest opponents and from all indications Frazier's one, but of course that is not it not official by any means at this point. We have results from about 220 precincts in right now. And as you indicate, this result gives Fraser about 39,000 vote standing about 20,000 barrels about 15,000 Lou. Are you a little bit surprised about the showing the mr. Barrows made in this campaign? Well, I don't know if I'm surprised so much. I guess I'm happy that he made a good showing it obviously. Oops the race if you add up barrels as votes instead of eggs votes and obviously at this point anything totals more than what Fraser has gotten with. This course is of they're all a victim of the system that we have which allows five six ten people to run for mayor and City of Minneapolis. So it's very difficult to have a race where you have someone who gets more than 50% of the vote because the split up so many different ways. What do you think that says about about the strength of the Republican party in Minneapolis, which of course has been? Well, this reminds me tonight reminds me somewhat of the race when Gladys Brooks ran for mayor and Al hostage was running the first time and Gladys to the very good job of turning out the Republican votes in the in the net effect was that she helped elect them mere hofstede. Uh-huh. Do you think if indeed? Mr. Frazier is one and apparently has but that will mean that we will ever stand big is not going to be running again. You think he'll be running again? I think you'd have to ask him that I mr. Stem Vig who I've known obviously served with for for the eight years. I was in the city council is very unpredictable person and he's been running in the city for about 12 years and I would never call him up. There are lots of other elections going on around the country. That's right. We have some preliminary results from several of them Democratic mayor Dennis kucinich lost his bid for a second term in the city of Cleveland the Republican Lieutenant Governor George voinovich defeated the kucinich virtually all the pre-election polls had showed kucinich losing. So there's no big surprise there in Boston. Mayor, Kevin White was re-elected to a fourth consecutive term this evening beating out Challenger Joseph Camilla tea with about 50% of the vote counted the unofficial results show that the Democrat is leading by about 12,000 votes and in Philadelphia former Democratic Congressman. William green was elected mayor of that City succeeding Frank Rizzo who was prevented from running for a third term by the city Charter green was the easy winner over former Republican David Marsden Marsden, the former US attorney for that area and Democrat Lucien Blackwell who ran on the consumer party ticket. So there we have some results from other parts of the country and in the City of Minneapolis, it looks as if Don freezer has one I see you have something more on that. Well, the Associated Press is now saying that John Frazier has been elected mayor of Minneapolis noting that he with more than half the precincts counted now, he was leading about 221. I'm and It certainly does appear that way tell us a little more if you can Lou about about the business of the fourth district or the fourth ward rather, which I thought was kind of interesting when you were to you make we're making your calls earlier to people that you know, and well the fourth ward is one of those words that traditionally has been a for some reason even though it's a strong Democratic ward has been also a strong award for some vague and tonight my call to else rainville who won she indicated to me that freezer had 43 percent of the vote and stomach had around 36% of the vote the balance going to the rest of the candies. So they're really get kind of gives you a lead in as to what's happening around the city because if he can't win in the fourth ward, he has serious problems around the city and that's obviously what the numbers are showing us know now she is a possibility she could end up as the next president of the council right? Well, she's the vice president now and I think that She's the leading candidate. I obviously we don't know what the results are. I think that the council will be pretty much the same except for Tony Scanlon apparently has won over Zelda Green in the ninth ward, which is a was expected by a lot of people who are predicting this election, but that won't change the majority of the city council still be eight votes and the only one that's left. At least from the phone calls. I made to be to be determined. It was the Seventh Ward between Lynne feste and trough style. I'm told that that's so close that no one's no one's willing to call it at this point. In fact, we may be in for a recount. Their Parker's trois know being the incumbent writer and a Republican. I wonder if there are any particular changes that are likely as a result of these new people coming on the city council. I see that the you know, a lot of them jolly green is was defeated in night. He's been on since 1971 you've been on for a long time. A lot of newcomers on the council many of them have just been on for a couple of years. Well, since I've been on the city council, I've served with 33 different Alderman since 1971. It's an awful lot of people so because of the two-year term partially and because of our Ward system, I think that's unfortunate my estimation that we've had that many different counsel people because you constantly go through a learning process on the city council and it's it's difficult to go through the process and then you have a whole new group of people it comes in. This will be this Council will have fewer new people. I think than most city council's in the past. These are so blue is a question that people are looks like people see Re-election in normally in elections incumbents unless they really have a big problem with the electorate get reelected. What happens here? Why is well, that's not necessarily true. I think two years ago Lee Munich who ran for mayor and Tom Johnson is presently the county attorney in Hennepin County were if you will two of the leading members of the dfl caucus and even though the three of us did not necessarily get along all the time. They certainly were leaders and they chose not to run for re-election to the city council so that you know, it's true to a certain degree that a lot of people running for re-election. But on the other hand, there are a lot of good people who have not chosen to run for re-election and moved on something else. You mentioned that the political alignment in the council will be 8 dfl 21 Republican 908908250825. That's right. There's thirteen thirteen. I most of the dismay of a lot of people when there are 13 of us. Okay. Well we have on the telephone with us now. Charleston big the independent candidate for mayor. Mr. Stan Big (00:16:52) Bob Potter. (00:16:53) Well, the wire services are saying that you have been defeated. Is that is that something to concur with at this (00:17:00) point? I guess so I think his vote totals combined all the other candidates so he wouldn't beg could I just say a couple things? Sure. Can I want to thank all my workers and all the people who voted for me? And also I want to thank him and behalf of my family for letting me serve three years as mayor and the thing is I also wish to congratulate congratulations to down in the calls, press on another Victory and good luck to all the taxpayers in (00:17:29) Minneapolis. What are your plans now? (00:17:32) Well, they have an older ones that I'm still the tenant of police were so going back to work (00:17:37) to what do you attribute? Mr. Fraser's (00:17:39) victory? You got more work? No, it shows it shows it shows basically that you know money does help a lot. He spent over $200,000 and then when I get defeated the other time hospitals the same way and they shows work. Well, you know written we have only one paper in town stuff. It's tough enough to run against that you know candidate but we can't run against a pair of paper in a candidate. It's really tough and down one of the big and I congratulate them in there, you know, good (00:18:09) luck. Do you have any interest in pursuing the mirrors job again? (00:18:13) Well, you know, he says leave the door open. (00:18:17) All right. Well, thank you very much Charles (00:18:18) Denby. Thank you. (00:18:24) Well, I hope that the next time you come over you'll not get (00:18:26) lost. Gee I sure saw st. Paul. Hey, there's a fuel. Maybe I better move over st. Paul room. (00:18:32) All right. Thanks a lot Charlie standing seeking term unsuccessfully as mayor of the City of Minneapolis. Lou what's going to happen with Don Frazier's our mayor? Well, he has a tremendous opportunity with the new Charter changes that were implemented by hashset for the last two years to become probably the most powerful mayor the city has seen I think that with his victory tonight is very clear that that you can lead the city and be fairly safe for re-election for probably as long as he wants to and with that in mind, he'll have a good majority of the city council to work with and if he keeps some of the people that have helped hostage particularly Jacob Jankowski who I think has done a fantastic job with the budget office. There's you know, I'm leaving and so there's going to be new president the council hostage and I had a very close relationship and he will have the opportunity to develop those kinds of relationship with the new Council and indeed be very powerful mayor if he chooses to be it's a lot of talk during the campaign about D politicizing the police force is going to be able to do anything with that. Well, apparently I've walked eat sick from the First Ward told me that the referendum tonight dealing with the giving the police chief a three-year term past big in his Ward. I don't know what the total is throughout the city, but if indeed that is true, that'll be a big Aid to him to D politicize the police department because the chief will be named and then have a three-year term and I think that that maybe is a little cosmetic but in the problem that we're having today, we need something different than the path system to do that. I what's interesting is what's going to happen to Don Dwyer at this point. Who was the chief who took the job for as you recall a few months when Stanley Irwin? Excuse me, when hostage named him and I think he's done a great job. There has been some difficulties or disagreements rather with some of the community groups about who was doing what what words but I think in general he's been doing a fantastic job in the question is would Fraser consider him at this point. And if he did would Dwyer consider serving some additional time on the police department. You think that was really a major issue with the voters Lou or was that just something that the candidates talked a lot about? No, I think it's a major if the voters indeed have passed that particularly in the First Ward big giving the police chief of term. I think there's a deep feeling that there's something wrong. They don't I don't think anyone knows what's wrong for sure. But the problem is that the we need a change and apparently the voters have have felt that need for a change in have taken at least an idea that was presented to them may not be the right change but at least It's something different than we've had before. One minute now past 10 o'clock. You're listening to election night coverage on Minnesota Public Radio. As you have heard the dfl candidate. Donald Fraser has been elected mayor of the City of Minneapolis. Just a moment ago. We heard a concession statement from Charleston Vig the independent candidate and Mike Burrows the independent Republican was apparently going to be making a statement sometime after after ten o'clock the other candidates in the race that were defeated Gail Swan of the Socialist Workers Party and Tom McDonald from the honest government party. We have the city council races as well that we're paying some attention to this evening. We don't have any official official returns as indicated from our new service yet. But Lou Demars the outgoing city council president was in our Studios tonight has made a few telephone calls to some of these folks and has an indication that for example in the second ward the results there Lou. Yeah. Well, I talked to Judy Korea a little earlier tonight. And she had indicated to me with the unofficial returns that they picked up at the precincts that she had won by 70 percent of the vote and she FL Encompass. He is the dfl and majority leader of the city council Pat dirty informed me that he had one with over seventy six percent of the vote in his district. So and he is the incumbent dfl are also that's the Third Ward the fourth ward is Alice rainville. She had one with 56% when I called her and she's been on the council for a few years to hasn't she yes, I think well, this is her third term to be elected. She was appointed when commissioner John Darris left the city council in became a county commissioner Hennepin County Commissioners. So she filled his remaining term and then is gone on to win two election since then. So this is our third election that she's we need to make any indication who will be replacing U & V are well, I'm sure the van weights going to win. I just have I don't Number two to get a hold of him again his home number and there was no answer there and his victory party. I'm sure is it's over in the Mississippi River at Boyd's I'm told so I haven't been able to get ahold of them there, but I'm sure that he's a big winner tonight particularly because he has run his race very close to Fraser and traditionally in the Fifth Ward when you win the Democratic primary the general election, really isn't that tough race. It's pretty much over with once the primary Victory. Is there how about the sixth or Jacquie Slater the dfl incumbent? I'm not trying to Jack you tonight. But when in talking to Judy's real she said that she had talked with Jackie and that she had one this evening so that she will be returning her opponent gents Christensen who had served on the city council from that word for a number of years previously in the late 60s. I served with him by the way from 71 73, which has I'm very happy Jackie 1/7 you say is still very much up for grabs. That was the one that if you recall two years ago, I think Parker tries to won that race by about 80 volts. And so that was a it's a very much of a swing Ward it traditionally in the past. It was said to be a republican word. I don't believe that Fraser curries that word big Spanish carries a big a lot of Democrats Wendy Anderson always carried that Ward big so it's really a truly is swinging Ward and I think that's I I just don't have enough numbers to tell you what happened there. And in the eighth word Mark Kaplan is the dfl incumbent opposed by Julie Kurtz and independent only understanding of that race is that he is one about 321 tonight, which is a big victory for Mark but Mark of course has been door knocking since last April every day. So he deserves to win big. He's put a lot of effort into it and an incumbent defeated in the ninth ward. Yeah Tony Scanlon. I talked to him here one Precinct to come in and apparently that is come in now and there's about a 600 volt. Victory for him over incumbent as Ali green who I've served with since 1971. The tenth word is held by an incumbent or an independent Republican Sally Howard opposed by Jack Krista dfl are no official results again, but I've in the phone calls I made am told that Sally heart is returning and the Jack Crist has lost an election about in the 11th word the independent Republican incumbent Walter Rockin Stein again, unofficially, I hear that rock and Stein one that big about 321 over Frank Altman and he's been on the council for several years to write this 1973. And in the 12th word Dennis, she'll stad. Well, I'm predicting that he'll be the winner. But I have I have no results from anyone at this point that would indicate but given that the trend of things happening tonight. It would appear as though that would Because victory tonight it's a three-way race in the 12th word with Earl arneson dfl endorsed to his had an active career in Minneapolis City politics and Markus Schulz key and independent candidate in the 12th Ward and the 13th Ward is held by an independent Republican. Yes, Charlie Hoyt. I was also informed that is one very big over Bob Linde all You're listening to election returns on Minnesota Public Radio these election returns coming in from the City of Minneapolis where Don Frazier has been elected mayor of Minneapolis in Duluth also an election this evening for mayor and John phoedo is one that nonpartisan election. Mr. Vito. However is as a dfl or he defeated Republican for a former Republican mayor been Boo Boo is already given a concession speech and phaedo is a former car salesman who now runs a car cleaning company is also the head of the Duluth city council and boo took a leave as director the upper Great Lakes Regional Commission to run for mayor he served as mayor of Duluth from 1967 to 1974 and in the results from other parts of the country John Brown defeated former Republican Louie none in the state of Kentucky. And in Mississippi former Lieutenant Governor William Winter appears to be defeating the Republican Gil Carmichael in the city of Philadelphia former representative. William green was elected keeping that City Hall in the hands of democrats for the 32nd year. He defeated one time prosecutor Republican David Marston in the city of Cleveland Dennis kucinich was defeated by his Republican Challenger George voinovich in Indianapolis. Mayor William hudnut was re-elected by a three-to-one. Margin in Boston. Kevin White was re-elected and in Houston. Mayor Jim McGann Aur makaan, I guess it is has a solid lead over his Challengers and there we have some results from other parts of the country area with us in the studio is Flew To Mars who is The outgoing president of the Minneapolis city council and Lou what do what are your plans now where you going to be doing political openings over here? No, I'm looking in all but three different areas one of them being the pension Consulting and other in the development area in the other end putting together industrial revenue Bond issues that type of thing but I haven't I really haven't had the time to go out and look it's been a very busy season for the city council at this point and I'm really a lame duck after tonight because I'm sure the van weight is won the election so that I hope he comes down tomorrow we can start to get on with the business of transferring all the things that have been going on the Fifth Ward over to van. So it was suggested in a newspaper article malagos last week or so that it really doesn't matter in terms of the city council leadership what happens tonight? Because with your departure, there isn't going to be anybody to keep the thing together that everyone will be at each other's throats. Do you see the it's going to be some real problems there with division? Well, the potential is there to do that. I think the thing that people should keep in mind is that until you're in the office? You don't have a chance to deal with the challenge that you have and there was a lot of predictions that we were going to have a lot of fights when I became president the council we did have some fights but I think that you learn that the way to keep the council together to try to keep seven bowls together and the challenge will be Ellis greenville's and Walt D6 and Judy carrillo's and Mark happened to do that and what I'm gone, obviously, they'll have to take care of that and I'm confident that they'll be able to do that. I was going to ask you a minute ago how important the party affiliations are in the city council. I hesitate to say this, but I will anyway, I think the party affiliation affiliations are important when it comes to organizational issues, but when it comes to City business that you must deal with the city business first and party affiliation second, and one of the challenges of the new Council will be to keep the city business first rather than Party politics and one of the things I try to do is present the council was to kind of deep politicize if you will most of the issues as much as possible because if you get to fighting over partisan politics, you could have a very volatile city council not really get a lot done and that's a real challenge for the new city council to make sure that they don't stoop to that level. One of the items that Minneapolis voters did not see on their ballots today was the proposed dome stadium Charter Amendment which has gotten a lot of publicity over the last several weeks the amendment sponsored by state senator, Jack Davies of Minneapolis and minnesotans against the downtown Dome was the subject of a petition Drive in early October the amendment proposes to remove the three percent hotel and liquor taxes in Minneapolis, which support the stadium bonds and will pay for part of any operating deficits that the stadium suffers. Well Dale Conley has a report now on why the Davies amendment is not or was not rather on today's ballot in the history of the stadium controversy with the exception of some Court decisions things rarely happen very quickly. It's much more likely that something will take longer than most people imagine such as been the case with the Davies Charter Amendment. The only reason the amendment has been brought up at this time is simply that Senator Davies didn't think of it any earlier in October when the petition Drive was still getting Started Davies hoped he could get it on today's ballot and city clerk Lyle Schwarzkopf agreed that the amendment probably could get through City Hall in time. But then the first delay Schwarzkopf was reminded that the city Charter commission had to officially passed petition signatures to the city council, which then had to pass the signatures to schwarzkopf's office where the verification of the signatures would begin the actions which got the petitions to Schwarzkopf were purely ceremonial but they had to be done and they were not sped up as Senator Dave he's requested. So the exchange added about a week to the process the signatures were verified within the prescribed period but then another delay Davies needed seventy seven hundred signatures and only 6,000 were found by the city clerk's office to be valid. So minnesotans against the downtown Dome had to get another batch of signatures which took another few days. And today's ballot Was Out Of Reach simply because of the timing the question of when the Davies Charter Amendment will go before the voters of Minneapolis is still unanswered Davies has The required number of signatures but it's possible the amendment may never see a ballot the city council has to vote to set an election date the council meets this Friday to do that, but they probably will ask the city's attorney's office for an opinion as to whether or not the Davies amendment is even legal one possible problem could be that the charter amendment is not a charter Amendment at all, but a referendum which the law doesn't allow the answer to that question lies in the definition of what a charter amendment is and if the question is raised you can be sure it will be challenged by Davies who believes the amendment is when all is said and done legal the city council of course gets to vote not Senator Davies, but don't be surprised if the question winds up being resolved by a court. I'm Dale Connolly. Well, a major issue was resolved at the polls today former Congressman down Frazier elected the new mayor of Minneapolis. Mr. Frazier is on the line now and first of all, congratulations, (00:34:04) thank you very much. It's the returns are very And we apparently have a concession by one of my opponents but not by their there. So I'm not formally claiming Victory and (00:34:13) not not claiming Victory yet done this Luigi Mars here with the people of Minnesota Public Radio. And I want to be the first to congratulate you publicly on your final election. And also the what I thought were some tough positions that you dealt with during the process and we're all looking forward to some great years with you as their as their new mirror (00:34:35) the right appreciate that I do, you know, I was running to considerable extent on the basis of records that you and the mayor put together. So (00:34:41) we appreciate that very much. Mr. Fraser, what do you see now are is the first things you need to get done assuming of course that you've won? (00:34:51) Well, my understanding is that the charter Amendment on the tenure for the chief of police has been adopted assuming that's true. I think probably our first need will be to get a good legal memorandum giving us some Fuller reading of all the implications of that for the process of selecting the chief but I think selecting the police chief will be our most important and most urgent decision. I think the second thing that I want to do is to visit with the members of the city council visit with members from both party groups. I'd like to have a good working relationship with them and and I'm anxious to solicit their advice as we proceed in the course. The third thing will be to set a very firm agenda for the proposals that I would like to advance in. The work of the city government over the next year. So it's about that order. Although we'll be working on all of these at the same time. (00:35:52) You could you give us some idea of what some of those proposals the the first ones will be that will be hearing (00:35:57) about Well, I've talked about these in a general way one of the problems that I think concerns all of us and I think all of the candidates who are running agreed on this is just perhaps move our emphasis in our housing efforts to make sure that we're helping rather than hurting housing opportunities for low-income families their number of problems that they face and we want to make sure that our housing policies are helping that situation that will require some spelling out the city council did agree to a an action plan last June we want to take make an assessment of how far that's progressed. It was an action plan designed to provide more housing opportunities for low-income families. I'd like to to explore the in concrete terms the ways in which the city can enhance its capability to work with. The neighborhood's the neighborhood in many of the neighborhood's Minneapolis are very strong. The organizations are getting increasingly active. We want to make sure that we harness that interest in a way that will be as constructive as possible for the neighborhood's give them as larger voices. We can and what happens but develop a working relationship. So we're not in any kind of push and pull the relationship but Cooperative relationship with those neighborhoods. Well, these are some of the things that Carson will be taking a hard look at the tax picture the city council I think is into the hearings now on the budget for next year and the final outcome and that will of course lay the groundwork for next year's budget will be watching that with great interest. (00:37:42) So it done the other Louis Meyers again, the other thing you've obviously Have to do is get your staff together and the budget office and the planning department all that kind of thing. And that's a major. Problem in the you know, just to take care of that you have any ideas on that at all, (00:38:01) Lou you're very right. I actually I should have mentioned that because until we get a staff in place. It's going to be hard to get a handle on many of these problems. I've done a lot of thinking about it. I'm going to be talking to you about it to get your ideas, but you're right at this really has to be really the first step so that we've got help in the trying to put some of these are proposals together. (00:38:24) Congratulations, once again and good luck. (00:38:28) Thank you. I'm looking forward to this is the great City and I am looking forward to the prospect of serving as mayor. (00:38:33) Okay? Thank you very much. Former congressman. John Frazier who this evening at least unofficially has been elected the new mayor Minneapolis the dfl incumbent Al Haas did not seeking re-election. And there was a five-way contest Fraser defeated Charleston big and independent who has occupied the mayor's office in the past. Mike Burrows the independent Republican Gail Swan from the Socialist Workers Party and Tom McDonald representing the honest government party in the Minneapolis city council races. We have unofficial results indicating that all of the incumbents have one except in the Seventh Ward. Where a Tony Scanlon defeated zolly green. I think that would that would be the ninth ward Ninth Ward. I'm sorry. I'm yep. I've got my typing is a little awkward here in the Ninth Ward and the It's hard being a little bit too close to call with the independent Republican parked rostral facing a challenge from Jane length, James Lind Fescue the dfl ER and an independent from by the name of Tom Burke and also the Fifth Ward there's no incumbent, but the dfl are expected to win their van white The Fifth Ward represented up until this year or until next year that is by lieu de Mars our guests here in the studio this evening the president of the Minneapolis city council.
