The August Congressional recess so I gives members of Congress a chance to come home and meet with their constituents and catch up on work back in the district's we thought during the August recess that we would invite members of Congress from our region to come and visit with us in with you and a couple weeks ago. Our guest was Bruce vento from the 4th District today. We have Don Frazier from the 5th. We also have been issued invitations to Bill friends will from the third and Elk we from the first they were unable to join us during this recess, but we hope that they'll be able to come here or perhaps in the in the late fall or early winter.Congressman freezer is here to answer your questions from you and I would like to put a question to him. Let me ask you a little bit about your possible Senate High intentions you get interest indicator that you may be interested in seeking the senate seat held by Senator Anderson that the spot should be considered open because of the nature took the seat the nature of appointment. That is what is there about Senator Anderson's performance on the job that makes you consider the possibility of opposing him.I come to this question though somewhat differently last year when many of us thought the senator Humphrey might beyond the national Democratic ticket I moved around the state exploring the possibility of becoming a candidate for his seat in the event that he did go on to the National tickets. I think it's fair to say the same time. The governor Anderson was also interested less overtly, but still anticipating that possibility and doing some modest organizing for it. But of course things turned out quite differently Senator Ramon Dale became the vice presidential candidate. And so there was an opening and unexpected opening. He and I have made clear that I don't propose to be critical of the governor's the appointment of the governor to that position, but I'm not clear that you my own mind that the fact that he's feeling it by appointment at the moment means that the rest of us have to lose interest at we now have to defer to an incumbent as we normally do I in this case. It seems to me that to where the statue clearly provides for an interim appointment into the one has been made it leaves it as an open seat and may well be useful for both the Democratic farmer labor party Minnesota and perhaps later the voters to have a choice in the matter. So I put it more from that point of view not the point of you being critical of a governor Anderson, Senator Anderson night. I've always believed it to you did a good job as governor of our state. A bit more on the question whether I am might not continue my interest in sand and provide a choice for those who are going to be faced with a decision sometime later next year little about the nature of that choice. What would be the difference between Senator Anderson and Senator Fraser? Well as I suspected to on the basis of voting records that the differences would not be very great. So I think both of us would be identified. The service sit in the Senate these last two eight months to my 15 years of service in the house is Northern Democrats with all the dead implies generally supporters of the program of the national Democratic party. I think the difference is that people might look to our prep differences and style at the difference is why we approach issues at the kinds of concerns that we Express on her own initiative and I'm not at this point prepared to try to detail at those differences are in fact, it's something that preps others will have to decide for themselves. But am I thought is if I were to become an active candidate, I would proceed on the basis simply putting my best foot forward rather than trying to be critical of anybody else who may be seeking Lee endorsement or support at what point do you expect you might make a decision on this? This would give me some time and November and December to move around and visit with people and if I'm going to actively seek out to the degrees apart that may exist. Congressman who have taken a couple of trips around the state to assess the Public's reaction to you. You did this last year. I believe what what sorts of the responses did you get? Well in cursive. Look most common response. I got to it was one of friendliness and interest I think at the time people were interested in having potential candidates move around a present themselves. And I find people tickling the rural areas are seem to always be friends no matter whether for you against you so that I found it a very rewarding experience on a question of whether as result of that. I might have expected some saporta. I think I can perhaps only generalize by saying that I was encouraged by what I found in the response I got in and what I heard two others. It really definitive about it because it never came to a to a hard choice for people but it was a fair amount of encouragement that that encourage me. Did you find yourself to be a known quantity in other than the Twin Cities area? Well, I think one has to look at sort of one's talking about respect to the general public. I think. No, one in the Fifth District where I've been running for a number of years then the further away one gets from that then that the less the public is aware of congressional service inside the the more active members of the democratic power labor party though. There is a wider awareness and many I've met many people in various conventions and party meetings around the state and so there I think they were quite aware of my interest before I arrived. Thank you Congressman Fraser in your your opening come into indicated that both the dfl probably should have a choice as to who they would want for their candidate and the voters is that mean that you my challenge Senator Anderson in a primary election. Well, I've always been a strong advocate of the role of the political party in making an initial recommendation of the voters recommendations can always be testing the primary but absent some extraordinary judgment on the part of the party. I generally prepared to live with it and say it's party should endorse Senator Anderson for election. I would defer to that judgment on the other hand if It's all contingent on whether I'm getting into the race. Of course, there is a some prospect that there might not be an endorsement. The party rules require 60% majority and in a contested claim for support often is not possible for you to decide to get 60% or if it's gotten this gotten after such an agonizing. Of time after so many ballots that it's value is going to be reduced. So I have to face the prospect that there may not be an endorsement or Well as some other contingency why but that's the main when I'm looking at. All right. Hope and work for a the legislation is being proposed to require a special election to replace senatorial vacancy. Well then. Is a matter I think the legislature will have to decide I am I haven't been involved in the hearings that have been held are in the review that has been made in both the house and the Senate generally speaking. If one reads the present statue did contemplates and dinner appointment until the next general election. This is for the Senate it's unlike the house where special election is provided for. Quite a process was used in another case recently in the case of Senator Mondale when he took his seat. That had white acceptance. I don't think there was any real criticism of the app to because I think it was believed going to roll dog shows the person that you thought perhaps was highly qualified or most qualified and it had General support in the party and then the public so I'm not too convinced that the appointment process is necessarily a bad one. That is at the public necessarily perceives it as bad as the difficulty arose. I think this time when the appointing authority turned out to also be a have his name on the list and even though the governor may have been the best choice. Is it processed become suspect people feel that it may not have been a fair appraisal of the candidates. I guess where I come out at is that the one who had the authority and actually we're not. It was not able to appoint himself or herself. And even if there were some consultation provided for with respect to the party or from whom the appointment was to be made there might be some value in that and then let the the seat be filled by election of the next next general election the problem with special elections as I see it is how do you get people especially interested? How do you get a large turnout? How do you raise the amount of money in and create the voter awareness that is desirable to have a really a good election and these remain very large questions in my mind. It's not so much of the problem at a congressional district level at Statewide. It's a formidable task 2 campaign. Statewide de Anda. Of 30 or 60 days and I'm not sure that one would find that the result was necessarily is as good as one would hope All right. Well, I support the president and the ratification of the treaty with Panama. I have advocated for many years that the Panama Canal be turned over to an international Authority. I think the international Waterway is like the Suez in the Panama ought to be controlled by International. How organizations under the control probably of the United Nations are having some governing body their own as nationalism grew in Panama. This option wasn't a realistic one and it seemed to me that for the United States to hold itself out as having the right to be one of the few remaining Colonial powers in the world is very difficult to justify and would continue to cause us enormous difficulty in our relations Not only was Panama and in Central America, but with many other countries around the world, so I think The movement of history that we witnessed in since World War II of decolonization has to extend to our claim of ownership of a piece of land that goes right through the middle of the country Panama. I agree. Thank you very much. Hello. You're on the air. V I understand it's a lot of opposition to this and feeling of discrimination including the congressman also. Well, there is a proposal. that retirement at age 65 or retirement at any fixed age should be outlawed. I favor such a measure. We have passed laws dealing with age discrimination, but those laws don't reach the problem of compulsory retirement. I would like to see considerably more flexibility created with his back to the question of retirement. Not only do I think the arbitrary fixing of an age use a mistake but respect to Social Security. I'd like to see more flexibility. I think that we should consider enabling men and women to retired anytime after age 60. There may be some reduction in the pension level since they would be drawn at laundry. But further consideration, I think we ought to have in mind is what the Swedish or do. I know that is the possibility of the the phasing out rather than the sun stopping so that you don't work full-time one week in the next have nothing to do they're experimenting with a gradually phase-down work. For workers were looking towards retirement. I think this could be very useful is the way we treat their older people I think. I was very glad when you introduced the bill on the Boundary Waters Wilderness Area. My concern is there has been talk of some compromises in the bill and I think those of us who supported the bill originally supported with the idea that there be no compromises. I'm wondering what those compromises are and where you stand. There are four issues that have Arisen in the bwca controversy that would create for The Boundary Waters canoe area for that million acre. Wilderness at the status of a true Wilderness that would mean that there would be no commercial activities. No login. No Mining and no motorized travel. Now, there are four issues one can identify that separate position which I've taken from that of Congressman over star who represents the 8th District 1 is a question of mining. The second is logging the third is motorboat used in the farthest snowmobile use now in both our bills. We prohibit mining. Respect to logging in the bill that took Congressman Oberstar introduced this year and he agreed to the protection of all of the Virgin Timber weather was in or out of the Interior zone are you know, what he he he would create a new National recreation area that he would protect the Virgin Timber but would leave as he puts it the second cut areas open to continue commercial harvesting. He now has indicated a willingness to explore the possibility banning all logging in the bwca if adequate substitute Cottage can be made available through more intensive forestry Management in state and federal lands in the area has been working very hard on this send it looks as though there may be a possibility that provide this alternative source of Timber so that We may be close to the possibility of a greenlander logging should also stop in the bwca that would leave to a motor boats and snowmobiles. Our position is a motorized you should be kept out. There are some impacts created by that some resorts would be adversely affected with our estimate is it perhaps 18 of them on the periphery would find that they are Jews were suffering a financial loss because they were unable to take fishing parties in the area is it they customarily used? That's one problem a second problem is the peripheral Lake which is partly Ian and partly out of the bwca and those likes, of course in the outer part. The motors could be used question is does it make sense to draw an imaginary line across the lake and say the past that line it's the illegal to bring Motors the main be a legal question Buddhist back to the question of federal and state jurisdiction. The state generally has authority to control the use of the waters the way the federal government controls. The third problem is the strong feeling of the local people there that they like to be able to go up and fish host in the summer in using Motors and in the winter as well. We are proposing is one alternative a voluntary buyout if the Resort owner thinks he's going to be heard even though he's not in the bwca South that we're proposing that he be able to apply to the federal government and have his land or property taken. We're also trying some other immediate of approaches one would be to take the other two million Acres that are in the Superior National Forest outside to bwca and improve their recreational use complete some of the truck snowmobile trails access to some of the lakes that are hard to reach now, but which are suitable for recreation a building campsites on those legs other words open up the rest of the spirit national forest for they kind of multiple users Recreation the type of experience to so many people like it seems to me that if we could do that if we could make a stronger case to preserve the Wilderness at character of the 1 million Acres the bwca by the subcommittee of the house interior committee. And they will be weighing the claims of those of us would like to see well in this is against those who say there have to be some adjustments. I don't know how to come out them. I think what I've said that I think they should citizens Jerry and make a judgment there. There's any other way to solve this and in that process some people say will there be a compromise reached Tooele is simply the legislative process that was one cause of the compromise or an accommodation or a decision. No, good morning around the are possible environmental pollution, which may result from a Canadian coal plants by the border. We've written the Secretary of State urging him to do whatever is possible to persuade the Canadian government not to proceed with the plan until some steps have been taken to protect to the air from significant degradation. That is the year in that area with you will move South over the bwca. Are you I can't give you an estimate now as to how much success would likely to have a couple of the problems. He refers to the provincial governments in Canada are considerably more powerful in relation to the national government in Ottawa. Then our states are in relation to Washington as I understand that there is no comprehensive. National Clean Air Act in Canada with the kinds of standards that we've adopted for the United States is so that it's the provincial government that and has considerably more say is I understand it so that in our dealings with auto all we may find the national government. They're claiming that well, they might like to help us this is really a decision by the provincial government. Well, those are some of the problems I think we need to push the Canadians very hard. There's a kind of them. Counterpart to this problem of aggregate station because in the North Dakota The Garrison diversion Water Project, which would bring water from the Missouri east across North Dakota for using irrigation would send into Canada Waters that there were considerably more heavily Laden with salts and the Canadiens have complained very strongly about this. There is a treaty that deals with this issue and it's now under study by the international Joint Commission, which is a mechanism between our two governments had to deal with this kind of a problem, but there isn't a similar treaty governing are that I'm aware of But obviously there ought to be or at least just as a matter of equity there ought to be a consideration by one government of country about what it does to a neighboring country. So I think we need to push very hard on this but I at the moment I can't give you reading some of the meetings have been taking place this month and I've been away from Washington and and is not up to date and what progress the Department of State is made. Has been formed on the Fisher. Well, I hope he has But that's a matter. I think that we will want to examine when we get back to a check with the Department of State that they did have a meeting as I understand it to a few days ago. But we we just don't have a report on it standing by and good morning to the Carter Administration and the Democrats in general. We are experiencing a growing trade deficit in a declining stock market since the Carter Administration took office. Are you at all disturbed by this? And if you are what do you think should be done about? Well, I'm disappointed with the performance of the stock market. It isn't entirely clear to me. What's responsible for one can speculate on a number of factors the uncertainty about tax reform and what that may do the uncertainty about to the energy program and its outcome certainly inflation. I has a is costing us one of the When one looks at the recovery that we're attempting to achieve from this recession of a year or so ago and compare it to the recoveries from the other recessions after World War II there to striking conclusions that one reaches first the recovering this recession is far slower than from the rest. This is the slowest recovery from any of the recession and seconded one of the major indices, which is lagging is business investment at least up until recently. I think it's picking up now, but the business has not been as anxious as you're willing or able to invest in new plant equipment is as in past the post-recession recoveries. And I think that this can be traceable least in part to the uncertainty about energy which has them off in a large component in business activities of production and also to the continuing hard core inflation, which is running at 5 or 6% Now this relates to our exports when we fail to keep our plant and equipment to modernized when we don't make this our investments it we're not able to keep the Competitive Edge which we need in this country because we pay people better than most other countries and so we have to achieve our competitiveness through increased efficiency of production. So that all of this is in a sense tied together. Well, I hope that soon the energy problem will be solved and I hope that soon the president will be coming forward Willie tax programs. What I feel the president ought to be doing however is addressing more sharply more smart Lili problem of inflation itself. This is very hard tissue do get a handle on and but I don't think the marketplace is going to is going to provide the answer is a we are building in every day guarantee that inflation will continue until there's a national policy that's targeted on the problems lately. I've been placing and we really in a sense mobilize the cooperation and support of the you National Community. I'm afraid we're going to continue to have it and it's going to continue to cause business sensor the hardship to people And I just think it's a very bad State of Affairs. Well, I should add now that the dollar floats against other currencies now that we don't try to keep a fix to relationship the export problem to certain degree should be self-correcting the dollar will tend to fall in value that will make our exports more competitive. In fact that we've had to persuade some other governments to let it fall they like to keep it up because of the examine their exports. So we need to keep the central banks from in effect reinstituting they fixed her relationships among currencies and let the marketplace settle. It's all right. I think that I don't think that the export problem is serious one as long as we can see some gradual Improvement. In fact, we have a trade surplus except for the import of oil in the car sis is a very persuasive argument why we got to cut back on the consumption of oil that destroyed by itself, isn't it involves some Decisions, you think we're not heading into another recession. I should say that I've been concerned about the parents slow down. That's developing. I'm sorry that President Carter was the $50 rebate. I think that stimulus would have helped to keep consumption up and therefore production and jobs up. I'm keenly to spotted it out of plywood stays at 7% and the car I'm sure you know that one of the realest the very heavy social cost is that much of this unemployment is concentrated among young people and especially among minority Youth and I think that's an unacceptable State of Affairs. I like to follow up just briefly on the last color a congressman. There's a trade-off of course between inflation and unemployment and you have said there oughta be a stronger attempt to get inflation under control. Are yet, you seem the same time to be arguing on behalf of government stimulation of the economy, which has helped unemployment that also adds to inflation what sort of trade-off do you think needs to be settled from there where there is a classical argument that question that if Government stimulate economic activity in the car, we're going to pay it cost and higher inflation. I think that's Argument has a substance to it as we approach lower levels of unemployment when we be when the people who are reasonably easily employed who have marketable skills are all at work. If the economy continues to be expanded at that point then I think it's fair to say they're there is an overheating of the economy and not only from as labor resources get scared, but we begin to bump up against a bottle accent productive capacity and that is inflationary at the moment. However, the figures that we get from our statisticians in the federal government. Is it industrial capacities only running at 80% e 3% of capacity another word. So there is a lot more unused capacity. And in fact ization of that unused capacity can be somewhat anti-inflationary because the incremental production that often can be at a lower unit cost. You've already got the plant there you got everything in place and if you can find Mark answer to which will justify expanded production that can be a powder inflationary. How activity but what I would argue is that we ought to move fairly aggressively to expand economic activity until plant utilization begins to move up significantly and unemployment comes down closer to 5% Then we'll want to ease up and swell their hell are put it in some recent testimony will want to start a slide-in carefully. But right now we are Fallen far short and I don't think the government stimulus it will cost in inflation if anything is preferable move the other direction. Now then I am concerned to know about the status of s675 in the senator Bill that you passed in the house. Are you familiar with that number? I have trouble remembering bills by number. Can you? Brazenly invaded and his present the intent of Congress that that be implemented in the Senate. It was brought it after I passed your house if past was introduced by Senator Peterson. I said, I believe of Kansas HUD Housing and Urban Development to pay the increased. fuel fuel and Electricity bills are there government-funded buildings. Haha, you're calling now. When I now that begins to sound familiar to me for meeting some of the increased cost for the Horizon energy. Cause happening in the Senate. I guess that's not my correct. My question. I don't know what's happening in the Senate on that bill lights. I know I didn't pass at the time and I wonder if it is still there going to be held up until Congress meet again, when the House and Senate go back into session after Labor Day there be an opportunity for the Senate to take action on that bill. You're on the air with couple of comments and elicits your impressions on what I consider a potential bombshell with relationship to both you are building over scar still on the bwca. I'm sure you're aware as many other minnesotans are aware that the energy research and development Administration has been considering Minnesota along with some 36 other states for a possible location for high-level radioactive waste storage and management. Right one of the points that many people and perhaps men in Congress have made a radioactive waste disposal facility of this type must be located by federal law. Federal land. These are regulations were promulgated many years ago under ATC when we look at the northeastern Minnesota map. We notice or I notice anyway, that's about the bass bout. The federally owned land is either Superior National Forest or bwca or potentially even voyageurs National Park so that if Minnesota has to be continued if her to continue their interest in Minnesota for underground repository storage, then it seems to me that part of these areas would be withdrawn from a height of their Wilderness status who are there recreational use status and the sad part of the whole thing is that I've never seen this messenger brought up in any of the political discussions of the build and I would like to Obtained from you some of your preliminary impressions of this type of problem. Well, I haven't seen any site-specific references in connection with the study of a proposed droids area at the point you make CI is an important one I prep some. This needs to be looked at from that point of view much more carefully at there is a car since you seem to be fully aware. They destroyed itself the fact that these radioactive waste remain hazardous for many hundreds of thousands of years. and That has I think been the Principal concern but you're right and I'm sure you you are because you are obviously well informed on this that a side has to be already existing Federal and I are you sure that the federal government couldn't go out and condemned land that to the for this purpose at this is certainly possible that the government the United States could acquire by purchase or otherwise other lands, but regardless of where we look in northeastern Minnesota, we find that you know land which is preferred for other uses leastwise. I think it'd be useful for not only you and other people in the state to realize it towards the end of September the nuclear Regulatory Commission will be sending a panel of experts to the state of Minnesota to confer with State officials on a workshop cases for the develop. Of a sighting criteria for high-level radioactive waste or it and of course, it's this time, you know, we're talkin about site selection criteria in side control criteria and all the whole rest of the bag relating to environmental monitoring and control criteria and it would seem to me that at this point. It might be very useful to bring this type of aspect of the problem. Inconnect up in connection with the two bwca bills because if there should be a provision in the wilderness act or in the bwca bill, whether it's yours or over stars that would somehow relate to a Prohibition thing or a restriction on sighting of a radioactive waste storage Management Facility that this would go a long ways to solving the problem. For example, if the bwca bill of yours goes through and we then consider citing a high level of storage facility State 35 miles. We might find it within 25 or 30 years if things don't go all together, right that some of the bordering legs with Ben be seeing some of the effects of activity and saw that maybe the bills both you and mr. Roberts car sponsoring might try to develop some something that would give him guidance. I appreciate these comments. I made a note of it and I will look into the matter. Right so obviously sufficiently Park some later point and I know you're not going to be able to come up with a solid answer but leastwise. You're on the air sometime ago into alleged Korean improprieties in this country. Are you pleased with the way the investigation is going at this point, especially considering the hiring of mr. Jaworski as a special prosecutor. Well, my impression is the the hiring of mr. Jaworski was a useful step. I had confidence mr. Lacavera, but I'd course when he encountered a disagreement with the committee or I guess more specifically with the chairman of the committee that did raise a question as to the degree of the effort that the committee was prepared it to make what is a bandage is mr. You waterski is that simply by his reputation and therefore his presence. I think that he will be in a position to The Pusher quite big was the house understand that the arrangement he has with the Ethics Committee is that he has a relatively free hand that he in the staff are unable to proceed and well, I'm sure they expect support and cooperation committee. They have a degree of Independence that is almost unprecedented. I would think at least in my service in Congress and that should help I think to reassure the public on Leslie it's very real problems that were generally aware of the information that the committee and the Department of Justice is developed in many cases is based on secondary evidence evidence through intelligence sources or from hearsay or from scraps of paper evidence that down the hole is not adequate to sustain a drug Challenger indictment and the trick will be to try to use these indications of possible miss doing and find ways to verified. I know it's at the justice department is using the tax approach with respect to some of the people they're investigating but I try to put discussion right now then because my sense is it when it's all over. Whatever the Ethics Committee finally ends up with we can put into a broader perspective and then perhaps identify ways in which that we can protect the Integrity of our processes from intrusion by a foreign government with it some it's going to be it's not going to be an easy task. I think that's the impression I have as we wrestle with our side of it, it has to do with whether Congress can conduct yourself properly can investigate itself in there seem to be some hesitancy on the members of the members of the House Ethics Committee to pursue the investigation with the diligence that it merited. And so my expectation is it in specially now with your work you that they will move along but this will be an ongoing problem through the years and that's another reason why it's up to the justice department to look at any criminal activity.
