The GOP rules committee voted 9289 a tie vote broken by the chairman to require that any delegates elected to the National Convention must be chosen by majority vote of the 1976 State delegates at this convention. The vote is viewed as a definite victory for President Ford supporters, and he is not likely to get all of the 18 at-large delegates to be selected tomorrow night and earlier rule would have provided that the top 18-volt gutters on a single bout it be elected National delegates. This would have given the Reagan supporters a chance to get perhaps as many as six of those delegates Reagan supporters in the rules committee argued strongly that their forces should be represented in the makeup of the national delegation.
