Preus expresses his concern with the plight of American farmers, and states there should be a national commitment to preserving small farm communities. The high voltage power lines issue and ethical problems in society are also broached.

A debate over viewing as ‘referendum’ or ‘initiative’ ensued. City Council president Robert Sylvester and Councilman Dave Hosa oppose the petition.
