Tim Pawlenty is not the only Minnesota Governor to face a budget crisis. In 1980.... Republican Al Quie was the first governor to make unilateral budget cuts through the unallotment process. Quie held the state's top office during the difficult economic period from 1979 to 1983. MPR's Cathy Wurzer spoke with Quie on Wednesday about the budget problems he dealt with in the '80s and about his take on the current negotiations.
