St. Paul's pitch for a $520 million Twins stadium relies, in part, on a 3%, city-wide tax on bars and restaurants. The argument goes that game-day activity encourages fans to stop for dinner or drinks enroute to the ballfield -- and that a new stadium would be a boost for the city's hospitality industry. The only problem is the hospitality industry isn't quite buying it.
