The call to action comes six days after 14-year-old Anthony White Owl died in what police believe was a shootout between rival gangs. Family members say White Owl did not belong to either group. Residents say the teen's death is just the latest product of the lack of attention their neighborhood gets from city officials, and that their frustration has been growing for months.
