The Senate approved the legislation by a vote of 37 to 30; there was no debate. The bill prohibits discrimination against gays and lesbians in employment, housing and other areas.
It also provides some exemptions for youth and religious groups and owner-occupied duplex apartment buildings. The bill includes several caveats. It says the legislation does not authorize affirmative action quotas or the promotion of homosexuality in schools or recognize same-sex marriages.
