Senate debate sponsored by the League of Women Voters with the cooperation of Common Cause of Minnesota, held at the Janet Wallace Fine Arts Center on the Macalester campus. Features DFL, I-R and American Party candidates for the six-year Senate seat. DFL incumbent Wendell Anderson arranged his appointment to the rest of Walter Mondale's Senate term when Mondale was elected vice president. Ever since, Anderson has fared poorly in several public opinion surveys. His I-R challenger, Rudy Boschwitz, held a 20-point lead over Anderson in the early days of the campaign; but in the latest Minnesota Poll, that lead has been cut to just 3 percent. Boschwitz has mounted an aggressive, expensive campaign in his effort to defeat Anderson. The American Party candidate, Sal Carlone, is a private investigator and general contractor who has never before sought public office. Tonight's panelists are Steve Dornfeld, staff writer for the Minneapolis Tribune; Karen Boros, WCCO Television reporter; and Ann Darby, deputy director of community outreach programs for the Minneapolis Urban League. The moderator is Helene Borg, president of the League of Women Voters.

This is Bob Potter speaking and tonight Minnesota Public Radio presents the last in the series of debates between the major-party candidates for the three major offices in next Tuesday's election. I don't know how to handle it. My 20 years in public life are all in the public record hundreds of proposals thousands of decisions and votes right ones and some wrong ones. My record shows that I'm a Minnesota dfl her. I want Progressive and compassionate government. I work for a government that cares about Ordinary People represents them and supports their hopes and aspirations the people of this state one clean air to breathe clean water to drink and a clean environment to enjoy and that's what I've been working for. They asked a chance to work a decent wage for salary pension that can depend on I tried to help achieve. Those things are people need homes. They can afford and neighborhoods and communities that can be proud of that's been my goal. They want opportunity in education and business on the job. Minnesotans want their country protected but they don't want to be prisoners of hate and fear. Neither. Do I they want good medical care that doesn't bankrupt them. They want decent lives for their aging parents for the growing children and the grandchildren to come the people of the state want government to be fiscally responsible and effective and devoted to their needs and concerns the aren't looking for special privilege, but they do want a fair Shake minnesotans want to share the promise of America and they should and I believe they can I've tried very hard to represent the people who cannot afford high paid lobbyists. I tried to stand for the principals at Hubert Humphrey stood for and I care about the people he cared for that's the kind of United States Senator the people of the state want and need and deserve and that's the kind of United States Senator. I've tried to be and will continue to be Thank you for including the opening statement is mr. Boschwitz. Independent Republican Party candidate. I'd like to join Senator Anderson and thanking the league and come and cause the making this debate possible. I started this campaign over a year ago and have invested a year of my life because I have infusiasm and optimism about solving the problems that face all country. I'm enthusiastic and optimistic about solving the problem of inflation by slowing the growth rate of government, which is presently 11% down to the growth rate of the economy, which is only 5% The government can simply not grow twice as fast as your income. Technically, I'm enthusiastic and also optimistic about solving the problem of energy. I've developed the balance and comprehensive energy program based on three points first conservation at all levels of society with government leading the way secondly increase production of domestic oil and natural gas thirdly accelerated research and development of alternative energy means such as solar energy. I'm also enthusiastic and optimistic about a third problem and that is a responsible and comprehensive tax reduction plant. The first point. There is a meeting for reduction of income tax rates. Not just the special interest groups secondly tax indexing which would take place three or four years from now thirdly increased estate tax relief for the people can pass the life work on to their children and finally one tax table for all individuals. I spent my whole life getting things done. That's my specialty. That's why I'm both enthusiastic and optimistic about getting things done in the US Senate most of the senators of politicians who spent all of their lives and politics. I've just been getting things done and I'm going to get things done for you in the United States Senate. Thank you. Mr. Dorenfeld. Would you please begin the questioning? Thank you, Senator Anderson. The self appointment issue has received much attention during the campaign this year. I think you said it one time that you wish there had been a special election law on the books in late 76 at the time that the Mondale senate seat became vacant. Earlier in 1976 while you were still Governor the Senate passed two different bills that would have provided for special elections to fill Senate vacancies in both cases members of your staff lobbied against the bills and they were defeated by your dfl allies in the house. Why did you oppose those bills with a fight very hard to have a special election to fill Senate vacancies. The fact is that the law was changed about 60 years ago by the Republicans the Republican election. I've been hella that time I think every poll indicates that we would have done very very well. I might say this I think that you can make many charges against Wendy Anderson, but when you can't make those that have been afraid to submit my name to the voters of Minnesota of the four candidates running for two Senate seats, I'm the only one that's ever ran unsuccessfully for public office. I've held elective office for 18 years. I think it's a very legitimate issue but I just did what I assure you that I pride myself on the fact that it's tough to run for public office in Minnesota. And when I started running in 1958, in fact, I ran three times for public office and was elected before my opponent even move to Minnesota. So I think it's a legitimate issue, but I think November 7th the people Minnesota will Judge Me based on my total record and I think it's a good one. Mr. Boschwitz. Do you want to comment on that question? Noah I would say that there have been many senators appointed in the state of Minnesota. Governor has never appointed himself before it's happened only eight times in the history of our country and all the states and of those 807 were defeated because people have knocked like the the arrogance the arrogance that is associated with self appointment. So not only haven't they liked it here in Minnesota, but they haven't liked it and other states as well Mister Car Loan. Would you like to come in on the margin would jump in the United States Senate for a Romanian one and a half years where if he would have just stayed at his Deli elected Foster the People elected him for he would could win by a landslide now, I do not believe Wendell Anderson wanted a position of the Senate. I believe he was ordered into it. And another thing I'd like to get straight with. Mr. Anderson is where do you get the idea? There's only four candidates for the Senate seats. I happen to be here from the American party. Miss Darby, would you ask the next question? Miss The Bachelorette There's been a lot of talk in this campaign about tax cut back and federal programs cut that how do you make Federal cutbacks and still be assured that the services will continue for citizenry, especially low-income the elderly and disadvantage. I support the the job creation and tax cut act which would cut taxes by 30% can be over three years can be over four or five years. I think it's very important that we start the business of tax-cutting in this country two countries in the world have done it very consistently Germany and Japan his health has helped their kind of meat very very much. You have to be careful. You can't just cut taxes and expect to all kinds of good things to happen history seems to prove that good things do happen that there is more incentive that there is more in this society and when it happened in our country in 1963, the government did not lose tax revenue. However, I think that if you do cut taxes a couple of other things have to happen first of all, and I said my opening statement who growth rate of government has to be slow. The government has been growing at 11% a year for the last 30 years in 1963. It was the first federal budget that was a hundred billion dollars. It's going to be 500 billion dollars this coming year. The problem is that most working people in this country Have Nots quintuple their budget their own income rather in the Bible. You are. In the 15-year. Government has grown five times working people's income has not grown five times as a result. The government takes deeper into your pocket or the government prints more money that's inflationary the first and foremost if you reduce taxes, you also have to reduce the growth rate of gum. And secondly, I'm against the kind of tax reform that we just passed it was 19 billion dollars worth of tax refund that 11% of all the income tax is collected in this country. I say just cut the right across the board everybody this income tax reform is going to help very very few. If any of the listeners here tonight as a matter of fact the the income tax reform. Help only a small minority of the people but yet it's 350 pages long. It has responded to the squeaky wheel. It has responded to the special interest group just added in 1976. So no more reform just reduce the rate and slow the rate growth of government and indeed we can't have packed that's in this country as they have a 1963 and they had in Germany and Japan and continue to have Mister Car Loan, would you comment on the dollars away under the guise of foreign aid United Nations payoffs etcetera. And at the same time we don't have enough for our people here at home. We have millions of people right here in our own country or in dire need and still they keep sending us money do many countries overseas as far as the camp rock bill. It goes I would be for any tax cut that would not cut out needed money to our senior citizens and so far our government and national debt to somewhere around three trillion dollars. And in reality. It's 7.58 trillion + what this means that means every takbir today would have to pay $151,000 to, even with the board. So that means our grandchildren are even going to be obligated to this death and it's going to keep on Rising as long as we have your socialistic ideas about cutting these Texas and so far to cut the taxes, let's got to giving the money away to begin with. Mr. Anderson, I think the problem is inflation. I think that the tax program that my opponent supports would be disaster. I think it's Republican disaster. I think it's nothing more than a campaign gimmick. Let's so listen to what people have to say. You're not running for office this year. Businessweek says this about Camp Roth and Roth again is a hundred billion dollar tax reduction with no effort to reduce the federal budget business. We both would add a hundred billion dollars to a deficit that is already dangerously swollen, it would touch off and inflationary explosion that would wreck the country and impoverished everyone on a fixed income Walter Heller the huge surge in demand created by kamprath would overwhelm our supply capacity and soon generate soaring deficits and roaring inflation Gardner. Actually, I regard temp Roth proposal as dangerous to our economy and our society is hardly an economist in the country. That has any kind of credibility at all was supporting kamprath. I would also remind my opponent that I think the tax burden in this country is too heavy but when you mentioned Germany and Japan tax burden are substantially heavier than it is in this country of all industrialized countries are burden is second from the bottom and terms of foreign aid of all, the industrialized countries are per capita giving it's almost at the bottom almost at the bottom. Is Boris would you please ask the next question you have been in some of your ads you've been accusing or if you've been mentioning it with your boschwitz in his family left Germany in 1931 think the ads and go on to say at a time when only criminals were leaving the country did Hitler didn't come to power until 1933. And that's the way I put it now why it frightened 1931 when Hitler was not even in power until 1933 is insinuation 1894. I was lucky enough to be born in Minnesota. I give Rudy boschwitz lot of credit for being wise enough to come to our great state. And I must say this Hubert Humphrey was born in South Dakota. He was not a native so I can I think you should judge Mr. Boschwitz and Me based on a position on issues who can be the most effective Senator where he is born is immaterial to me and I'm glad you're a Minnesotan. Mr. Bosch. Let's take a look when Mr. I'll try not to question one area where you have had some disagreements with you made much of the fact that Senator Anderson is missing votes this year while back in Minnesota campaigning for election, isn't it? True that every member of Congress every election mrs. Votes regardless of party example of of your party is good material candidate. Yes, it is true. But the figures that I you use come from the Congressional Record. So let me cite them and let me compare them with other senators in 1978. There were 520 votes cast in the United States Senate my opponent missed 269. That means he had a 48% attendance record. The average attendance record of all Senators including those running for re-election was 87% My my opponent ranked among the 100 Senators 99 the two years. If you take all of the votes for two years together, he was a little better he rang 96th. Of the 22 Senators who are running for re-election this year. He ranked 22nd take that Brooke of Massachusetts. He had a very tough primary race. He had a very tough election race season than baldness now and he had other problems doing the cost of the year. He didn't make 48% of the vote is my opponent. Did he made 73% of the vote Senator Tower of Texas who is behind in the polls made 88% of the votes Senate a person who is quite fall behind in the polls Senator Percy of Illinois made 84% of the vote over 80 Senators made over 80% of the votes, Senator Mundial in 1976, when he was running for the vice-presidency had a better percentage attendance record. Then my opponent Senator Humphrey when he was going all over the country in 1972 seeking the presidency had a better percentage record for voting than my opponent. And so it goes on and on on agriculture my opponent Miss 6 out of 10 votes including the emergency Farm Act in defense. He missed 13 or 17 votes in education. He missed 20 out of 23 votes including all nine of the elementary and secondary education vote 22 Senators. Steve are running for re-election this year and their average attendance record was in the 80s. So in the 80 percentage is in some of them have very difficult reelection the campaign to the three I mentioned So there's no question about it. The Congressional Record says of the 100 Senators my opponent ranked 99th. And for the two years taken together. It was 96 sarkar long. Would you like to come in and then? well, I think a senator should have done all of meetings why Wendell doesn't I have no idea but Are you? all I can say is if I was there I'd be taking them all in like the rest of the Senators should History Anderson Isle of Public Service. I love serving in the senate in 1977. I made 90% of the votes up to July one 1978. I made 84% of the votes since that time when they primary starting to campaign season, so I missed a lot of votes. This is where all the tax money is going all these billions of dollars going into the Middle East all these countries not only as real but Egypt and Arabia is real right now a little little nation of Less Than 3 million people as a third largest Airforce in the world and it has this Air Force at the expense of the American people the American people. They pay all into the taxes. Just last year. Our government came out in the press and said they were running drastically short of money in a Nautica possibly meet the source of Social Security payments or I retired senior citizens who is important more important here who is retired senior citizens who work hard and pay their lives and out of sorts of security program of are the suddenly become insecure or a bunch of foreigners. Most of most of these foreigners. This money goes to our are nothing more than to Rent-A-Car dictators. And and that's what keeps them in government and they could care less about people of America. Mr. Anderson, would you like to come in all of the countries in the Western World? I mentioned earlier we do the poorest job and my judgment of providing a little of it all it's embarrassing. What we do is we finish third world countries and other nations in the world weapons rather than providing them with domestic help since the end of World War II we sold or given away over a hundred and twenty billion dollars worth of sophisticated weapons when it comes to foreign aid. Most of the foreign aid that we provide we do with ourselves in mind. We provided for third world countries so that they'll have the wherewithal to buy American Goods. I think we ought to be putting less money into selling weapons overseas and putting more money into improving the economy of third world countries so that they will be a market for our goods and create jobs in this country. Mystery boxes, I believe in the precepts of foreign aid and helping those who are in need in this world. I would like to see a more expanded food for peace program 36% of the inhabitants of all World a billion 400 million people are starving and yet we have a surplus we have our granaries. I would like to see an expansion of the food for peace. I'd also like to see an expansion and international relations of the Peace Corps once again, and I think that Bringing all young people bringing our elderly people bringing Americans abroad to show the spirit of our country is the thing that will make the friends that we need in this world foreign aid is something that my judgment has been misused to be sure but it is a basis of our Foreign Relations not friendships that we establish around the world. Miss Boris next question president campaign rally at the Duluth Arena. This will be the second trip to the state the third City that the president and vice president who visited a good deal of it in your behalf today. The head of the Minneapolis seniors were saying that that proves the campaign is desperate people in Northeast. Minnesota said, it won't make any difference at their minds are made up and not in your favor. What what do you think this kind of trip accomplishes? Is it is it is it a media Ploy? First of all, I'm I'm delighted the president is between the Minnesota. I'd remind you that there to United States Senate seats up in Minnesota. That's so unique only one other state. I believe we're there to Senate seats up. He has a concern he has an interest. I'm delighted that he's coming I think will be of some help and what it does do it does attract the media. It does attract people and we feel if we have a chance to get our message across we can describe her. In the background and if people find out about it we win but I think it's a compliment to the people of Minnesota president of the United States is interested enough and coming back again. Mr. Boschwitz, it may be a compliment to the people of Minnesota. But it's also an enormous expense to the people of Minnesota. The president is coming with a large group of Secret Service people advancing him. The vice president is coming and they come in separate planes at 30. $30,000 a day and you know because I believe that that we have to do something in your campaign the counter it with sending off for his team up to Duluth my 4 Sons Jerry and Ken and Dan and Tom are going to go up to Duluth and Tom and Dan's car and it's a Ford it's going to cost us about $0.12 a mile and We're going to have our first team up there, too. Okay, Mister Car Loan. Where are you? I could never understand why the president keeps flying in here to keep dog in for his ear as friends. I think it's this particular myself. I never attended a $500 a plate dinner nor nor $100 a plate dinner. I am more used to eating at McDonald's. That's the way it is it me. I think Carter has a lot of hard work to do in Washington. And that's where you should be right now instead of spending the taxpayers money. What is the president so I can tell him what to do yet? I think I'll change the format just a little and go to some shorter questions and answers with each candidate spending just one minute on on his answer Mr. Dornfeld. Would you ask a question the area of National Defense should the United States be developing spending money to develop the B-1 bomber the neutron bomb and the nuclear the nuclear carrier and and how big Grizzly at the same time. Should we be pursuing some kind of an arm's a new arms agreement with the Soviet Union. Let's begin for Mister Car Loan. Well, I believe the United States should always maintain the greatest of power but I worked up into Lee rain on a 1956. I seen the air base up there. I was across the Atlantic and I was across the Pacific I seen our military installations. I spent four and a half years in the Army and Marine Corps and I say that's right. Why should you want to kill a country full of people and leave the building the real reason it's fine was being instituted was because a few years ago. There was talk about Israel bombing the oil field and they were afraid to destroy the oil wells. And for this reason, I believe in the only reason why does neutron bomb they want to be developed and I believe they should not develop it as far as a B-1 bomber go as we've got the straddle bombers that'll take care of everything we need right now. And this country will never be invaded by a land Force. Mr. Anderson are strongly opposed to sorry weapon system. I opposed to the development of another supercarrier. The neutron bomb I'm going to say is an artillery shell and the issue is whether or not our NATO allies allies want it. They Russians have built up their tank force their the Congress gave the president The Authority for production. I voted against that I feel that the critical foreign policy issue in 1979. As far as I'm concerned is assault who talks it makes absolutely no sense at all and it hasn't given a security for the United States with accumulated some 9,000 Atomic weapons. The Russians have over 4,000 the whole purpose of salt to use to see if the Russians and the United States can find some way to reduce the number of Delivery Systems at a starting figure about 2,200. I think it's very much in our national interest. I hope to be able to support the salt to agreement. Mister Boxford, I believe very much in the idea of the Strategic arms limitation talks, but it has to be mutuality. It has to be accompanied by very adequate inspection. Certainly the idea of limited limiting armaments has to be a part of our future. However, I don't believe in unilateral disarmament. So that's why I oppose the discontinuance of the B-1 bomber that doesn't mean we have to build a fleet of them or we cannot unilaterally the song it's dangerous but we have to keep it on the drawing boards. We have to make a few models. We have to keep it going the same thing with the neutron bomb, which is the unholiest of weapon that kills people but leaves the building standing the nuclear carrier, I would oppose because it's too expensive as a single piece of military weaponry and I believe that we do have a future if we have strategic arms limitation talks with mutual to Solomon and with adequate inspection. Miss Darby, would you ask a question start with mr. Anderson, please? Very cold Winters here in Minnesota and are utility bills a very costly. What do you intend to do about these increased cost and their impact on the consumers, especially the elderly on fixed income the disadvantage and the low-income consumer. One of the reasons is the Apex V are countries are going to increase the price of oil. I believe in the future the other is that the deregulated natural gas about 40% of our people use natural gas to heat cool houses. We have provided under the new Energy bill a $3 tax credit for those who insulate their homes. We have sponsored and gotten through the Congress a Lifeline utility rate bill, which makes it possible for a Public Service Commission to give a special rate to senior citizens and to the poor and those who are under certain income restrictions can receive grants. From the federal government to bring their homes into code in terms of energy conservation. It just seems to me that people who are on fixed incomes should not have to live in Daily fear that if the husband or the wife gets sick after going to have to go through bankruptcy and that's a situation in Minnesota today. There are very few families could face up to the problem of a serious medical problem my components. I might say of the 100 Senators 75 or 80 of them are people who have spent the vast vast majority of their adult life in the political system only two or three have started their own business and been successful at it. I think the idea of getting things done of not waiting of making ends meet once and once in awhile is a good system is something that should be represented in the UN Easter car loan.
