Participants include Andrew Boss, president of the Saint Anthony Park State Bank of Saint Paul, who chaired the Citizens League report; Margo Stark, a Citizens League staff member; Gleason Glover, director of the Minneapolis Urban League; and Howard Guthman, president of the Southwest Area District Planning Council of St. Paul, a former member of the St. Paul Charter Commission.
