Reporter Robert Shaw, Minnesota Newspaper Association, claims that utility companies would still be able to advertise outside the state of Minnesota, which would be harmful to the Minnesota consumer.

Mondale states that Nixon claims that he's investing in these areas, but Mondale thinks that Nixon is putting funds towards social security, which falls into a different bracket than the federal aid bracket.
