Agreement been described as the first test case of the Great Lakes Compact, a law approved by all eight states and signed by President Bush in 2008. It was designed to prevent thirsty cities around the country and even around the world from exporting water from the Great Lakes. The compact was sparked by a proposal back in the late 1990s to fill tankers with Lake Superior water and then ship it to Asia, where it would be turned into bottled water.
