This week, the director of the Library of Congress rejected proposed royalties that were to be paid by Internet-only radio stations to recording artists and their labels. The Copyright Arbitration Royalty Panel, or CARP, proposed a fee of $1.40 per song heard by 1,000 listeners retroactive to 1998. Bill Goldsmith operates Radio Paradise, an Internet station that would likely have been put out of business by the royalties.
