(Saint Paul) Governor Arne Carlson presented a plan to spend another 51-million dollars on THREE "quality of life" initiatives. Minnesota Public Radio's Karen Louise Boothe reports: Governor Carlson's proposal calls for aid for homeless children, more funding for the ARTS and money to clean up and maintain Minnesota LAKES. Carlson says about 25-hundred children are homeless in Minnesota on any given night.
