Thank you for your very warm. Welcome or welcomed. I think this would only be equals back in Ireland. Since I've come to Minnesota, I have to say there are many similarities that I found between the people of Ireland in the people in Minnesota in the fact that I hear 14% lamb Irish descent. I think the percentage must be her cuz I don't think 14% would dominate The Holy thoughts that I have ever come across since I came here. However, I also see the very similar green and looks feet is in Minnesota that I see in Ireland. And in fact, I'm not surprising that so many Irish people down through the generations of seconds here in Minnesota and in the Twin Cities of Saint Paul and Minneapolis Minneapolis to make it there adopted land happens here in Minnesota is indeed a charter for us in Ireland to try and follow because here we see people of all nationalities of all different creates different sectors of society in different walks of life all coming together to work for their own communities and work for the common good that is precisely the inspiration that has driven British prime minister John Major myself to sit down since I became t-shirt for prime minister of Ireland to try and work out. Just Dance and did the immigrants that came to Minnesota worked out for themselves so many years ago trying to take that successful here on this trip take it back with me and hopefully users to Advantage in trying to ensure that both are communities divided traditions of different cultures holiday candy put it together as you put it together here in Minnesota and work out better future for all of us that is the team of which I was to speak today, but the questions and answers that flow afterwards to ask me more about economics about growth replacement, whatever maybe I could get the secret from you without you have such as here are the Loa unemployment rate is here because mine isn't a large for different reasons because of the growing population and because of the shedding of jobs through the Arrival of new and you are Technologies every day in the week. It is indeed about pleasure and honor for me to be invited to address to since chews named after Hubert H Humphrey a man who exemplified honor and decency and human concern for the underprivileged both in America and elsewhere. The institute's model education for public responsibility is a very fitting Monument to his distinguished career. This is a significant time in the Irish political year 11th of July was the days of the truce in 1921 that led to the first Anglo Irish Settlement. Last Sunday was our national day of commemoration. When we commemorate Irish men and Irish women who died in all wars. 12th of July is the day when the Orangemen celebrate the victory of King William at the Battle of the Boyne in county meath in Ireland. In the early 1790s United Irishmen in Belfast try to substitute for this at Celebration of the 14th of July the fall of the Bastille leading to the Declaration of the Rights of Man. But I'm afraid this did not catch on for very long. Today we're striving for a word from which armed conflict either within states are between them is banished and where democracy and human rights prevail. The establishment of a just and Lasting peace in Northern Ireland is naturally the first priority of my government. Today when we speak of the peace process and Arlen we are conscious of the peace process and square in South Africa the Middle East and without a great deal of optimism in Bosnia. There is a strong feeling in Ireland that if other regions of the word can overcome problems and divisions long regarded as intractable. If not insoluble. We in Ireland. Can she do the same? 25 years ago the civil rights movement in Northern Ireland was inspired by the civil rights movement in the United States. It was Hubert Humphrey who in 1948 at the Democratic National Convention coined the phrase civil rights? Then a great speech you said I do not believe that there can be any compromise of the guarantees of civil rights. There can be no hedging. No washing down. There are those who say to you we are rushing the issue of civil rights. I say we are a hundred and seventy-two years list. People human beings that is the issue of the 20th century. He was saying her vice president in the Johnson Administration in the 1960s, which brought a real breakthrough in civil rights. He was an advocate society in which people of different races Creeds and culture could live together and respect and help each other. Arlan's to hose him a death. The uncompleted civil rights agenda Northern Ireland. I'll be quality between citizens and paraskevas team between communities has renewed relevance, especially now that the regression to violence is clearly and almost universally seen a futile and costly on the coffee distraction indeed. Her sketch briefly the historical background of the problem which we Face from the middle of the 12th century to the early 20th century, Ireland a nation with a very ancient civilization was governed by its neighboring Island. Loosely until the Reformation Reformation. Ensuring European political and religious conflicts Maryland, which remained mainly Catholic England became in the first person that made Ireland strategically more important boat to England and her Continental enemies Spain and France. In order to strengthen control over our end of the beginning of the seventeenth Century concentrated sacraments of scotch and English. We're place to the Ulster County's most resistant to English rule. Subsequent Wars of the 17th century ended in decisive victories and created for over a hundred years Undisputed control by a small minority who differed in religion and most of them in background from the vast majority of the Irish people. But even that Minority had separate interest from Britain and pressed for greater. It's going to be in parallel with the American colonist. Under the Democratic and strategic pressures of the French Revolution, which created a brief Democratic alliance between Northern two centers in the country population autonomy became for the British a dangerous luxury, but could no longer be for a formal Union was there for creation between Ireland and Britain over the heads of the people. Subsequent delay in granting promise Catholic emancipation the awful experience of the Great Famine which decimated the artist population through starvation and immigration more insistent demands for government by the majority of the Irish people in a more democratic age. However, the majority living in Northeast Oster referred to preserve the Union. Family descended from the 17th century settlements and Protestant religion unlike the rest of arvind they have participated in the 19th century Industrial Revolution. Why British liberal governments eventually consider the principle of limited home-rule unionism Britain and Ireland blocked its implementation over the position about stir challenging parliamentary decisions with the trash of Civil War. Long Nationals frustration ended in rebellion and the Declaration of Independence or the further conflict eventually came a settlement in 1921, which considered to the greater part of Ireland full political Independence for Northern Ireland was reluctant to opt-out and remain in the Union. Perform ejections to the principle of partition the settlement left a substantial Nationals minority in Northern Ireland originally 35% of the population. But now I'm about 43% and Rising the left that section under unionist domination domination. The experienced over the next 50 years serious discrimination electrically and housing jobs. In the time of the 1960s one-party rule bolstered by overt discrimination was no longer acceptable to civil rights activist or to a wider public opinion. Militant loyalist resistance to demands for equality of growing unrest in a crisis in. Regime in 1972 in the Appalachian by the British government of the devolved government and Parliament in Northern Ireland and its replacement by direct rule from Britain. Repression of Street protests led to reversion buy some Nationals and Republicans with the Northern Ireland to the Guerrilla tactics, which 50 years earlier had helped earn to win its independence without taking account of the important differences in the situation or changes in the international plans. Great majority of nationalist. However, stuck firmly to Constitution politics regardless of the provocations to which they were sometimes subjects objectives. The violence of the last 25 years has been triangular involving both Republican and Loyalist paramilitaries and the response of the security forces sometimes in controversial circumstances. Mini Solutions of an attempted over the past 35 years to try and halt Bloodshed which is now cost well over $3,000. Limited reform with in Northern Ireland has been attempted attempted 1973 to introduce for the first time at power-sharing Administration together with an Irish to mention in the form a council of Ireland. But this initiative known as a Sunningdale agreement was brought down by a loyalist strike after that Security Solutions were attempted without success. The 1980s and you ain't no wires for him or coordinating in the Paris agreement of 1985 was developed between the two governments engaged and violence. I didn't used to know the Constitution parties to work out with each other and you succulent. Talk stoop six years to start 1991 and resume for a. In 1992 which continued efforts underway again True by lustra contacts. None of the initiatives of the last 20 years have today at achieve their main purpose of creating a political consensus between Democratic parties and hastening and into violence. There is now an almost Universal sense of the futility of Arlen and the recognition of the need on all sides to make a new start. Violence is holding Northern Ireland bank is profoundly prejudicial to the interests of both Ireland and Britain and Sarah Snyder the Republican nor the Loyalists called. Since early 1992 when I became fully show Private engage with the British prime minister John Major and trying to find a new formula for peace, which would open the way for full Democratic participation by all sections of the community without requiring anyone to abandon their own political convictions. The search for a peaceful and required a lot of expiration on the basis of the different political positions. It requires the reaffirmation of those principles which retain their validity as well as their reconciliation with other equally valid principles and the discarding of positions which implied use of violence or coercion. The Irish government were helping their search for a formula by the leader of the sdlp the party of Northern Constitution and nationalist named Lee jonghyun has been in dialogue with the Sinn Fein leader. Mr. Gerry Adams and also by high-level contacts where Nest where they were found necessary through intermediaries and what other sections in both communities. You might as well ask why Ireland have why in Ireland have we gone for a declaration of principles rather than attempted to negotiate a peace settlement directly. The answer is that we have already made many many attempts over the past 20 years to negotiate a political settlement. There is a difficulty for all parties in negotiating violence continues with no guarantees at an agreed settlement between Democratic Partners would necessarily bring an end to violence. One of the central aims of the Declaration which was signed and Downing streets on the 15th of December last is to remove any excuse for continuant resort to violence and coercion or the trash. All right, mr. Take the gun and other forms of intimidation that amount to a political visual of Irish politics forever. We can now show it to his community Through the Declaration that it is possible to achieve their aims to democratic process and that extraneous considerations will not be allowed to override the Democratic results. People who feel they have been badly treated in the past need to be reassured if they are to put their faith in democracy. What night of sunfish strategic considerations on the part of the British government nor Marlboro intimidation or violence will be allowed to website upsets the free Democratic play horses. What's traditions unionist and nationalist have in the past winning trying to see self-determination and purely majoritarian terms. the attitude has been let them be at the union is community it in Ireland or the Nationalist community in Northern Ireland have to confirm to the will of the majority not merely and constitutional matters, but in many other ways is went The long-term consequences of an unacceptable situation which eventually erupted in the instability in the barn and 6. To Northern Ireland over the past 25 years have clearly shown the drawbacks of the simplistic majoritarian approach on either side to the issue of self-determination. Interpretation country even where the original petition was wrong, the exercise of national self-determination can only be on the basis of the agreement of a majority of the people who are the representatives in both parts that was true for Germany and holds good for Korea for Cyprus for China and for our land. Any other method is inconsistent with the principles of consent in democracy and would involve portion violence or even war and would be in clear breach of international law. The great majority of Irish nationalists, except the principal contained in the anglo-irish agreement and in the giant activation. Try to get Northern Ireland as well as in the island of the whole over the heads of the people there you are existing require the consent not just a unionist but I've mentioned this is where I must be explicitly designed to secure that objective. The implications of this have not yet been fully grasped to Northern Ireland. If Union is as a majority of the people of Northern Ireland insist that it must be there like knowledge right sternum and on the British jurisdiction rather than join the United Airlines, then they have a duty to consider the implications of that position for the Nationals community and help create the conditions which will for the first time in 75 years command the consent of the Nationals. National service entitled to the recognition and expression of their identity as unisar to their continuing British links. Equal citizenship as an individual level as well as equal treatment of the two communities taken as a whole are both essential requirements for the future. North-south institutions promised but not delivered at the timer for Titian as a counterbalance must now be established to enable both parts of the country to work together in their own common interest and in recognition of the Irish Dimension, which is a very necessary part of the overall solution. Such institutions can be justified in their own right on grounds of practicality and wood would without prejudice to long-term constitutional decisions. If we can establish peace, there is a vast agenda to become it up. The most fundamental level we must try to dismantle the psychology of dispossession and the psychology of Siege the fear that leads sermon both communities to resort to violence, which is the AC is is in the wrong self-defense. We must Foster better working relationships as well as trust and Reconciliation between both communities in Northern Ireland and between North and South The truth already amply demonstrated is that one Community cannot for long flourish at the expense of the other? I look forward to the day when the people in both communities no longer fearing for their safety. We want to tear down the walls that separate them in Belfast just as people broke down the walls in Berlin. It will be a huge change when people in Northern Ireland can go anywhere in Freedom and live and work where they so choose without fear or intimidation. New Investments trade and tourism welcome to the whole island of Ireland creating what you needed new employment. That North and South work in cooperation so that everyone can benefit. If we can achieve peace the consolidation of it will be all important all signs would have to contribute to it to make a gerbil and to make his accommodating to build science realities will have to be recognized compromise on all signs would be necessary. 75 years ago United States get a crucial role in helping to achieve Irish Independence today. The United States has an important role to play in the Irish peace process and the search for a solution over recent years and it is something that has been recognized and given expression for the establishment by the United States administration of the international fund for Ireland, which is first established in 1985. The commitment of the United States to peace in Ireland and Chihuahua coming the in justices and under development of the past in the country with which it has very close common links is to all of us in Ireland extremely important. What national nursing Union is Kansas secured Affair and sympathetic hearing hear Hearing in this country with the administration and Congress and which the Irish diaspora for any reasonable case that they may put phone. Union is found this to be the position on a recent visit here by the Ulster unionist leader. Mr. James Molinaro to Washington American public opinion can be a Spur to action in any part of the word. Intuitionism in support of President Clinton and his administration and of irish-american opinion for the peace process in Ireland has been a great source of encouragement to all of us. Italian for decision-making is approaching I recognize that it is a difficult moment for those concerned especially for those who have had the courage up to organizations to bring matters to the point of decision. To continue violence now in the face of the best opportunity that is likely to exist to developer fair to the meaningful political image alternative. What am I do represent defeatism individual paintings in organizations made in Sandusky small there is surely strength and the ability within the Irish people as a whole to promote and defend the ideas on the interests of their own Community, which such organizations have up to no seeums to defend The reason you sell confidence among the Irish north and south at home and abroad we are surely able at this stage to make our own views known on the world stage. It was similarly be a sign of deficiency on the line of sight if despite all the insurance guarantees, which they have been given by both governments if they were to persist but it would betray a lack of confidence or belief in the democratic system and an inability to tolerate the free expression of other or opposing ideas, which is normal in any democracy. What sets apart Ministries should know exercise common sense and a practical approach in their present assessment of the fruits of continuous violence process is the only road to travel in order to achieve a real Justin lasting solution to the problems of both communities. I know of that Bank murders should discourage the leadership and either side from coming to the right decisions. That is what the Declaration and the Irish peace process if it can be brought to fruition we have achieved so there will be tremendous pressure on all parties to consolidation through the negotiation of a comprehensive peace settlement. If one looks at history one can see that there are two routes to a peaceful settlement. Mini peaceful sacraments are only negotiate after an end to violence are the means by which violence is brought to an end and we have long tried the second group and we are now trying the first time will tell and I hope soon which roads will be successful for me to my goodness and hardened many many times for your very kind attention. Thank you. Mr. Prime minister the first question. has to do with directly with your talk in a recent interview. You said you've never met Jerry Adams and the questioner wants to know how you can understand either the Nationalist or the union is positions and negotiate a peaceful solution when you've never met many of the major players. It is true that I've never missed Jerry Adams who is the leader of Sinn Fein and part of the Republican movement in any Democratic or democracy or Democratic elected government weekend is on the one hand. I give the same recognition on freedom to people who use violence guns bullets murders to make their Viewpoint known in a democracy that is not an acceptable that situation but I have an awesome. It is abundantly clear when Gerry Adams and Sinn Fein and Republican movement make their public statement of the slimming violence as a way of solving the problems are as a way of pursuing political objectives, which we all recognize are valid, but we different very damaged Lee on the manner in which you can promote those objectives and and look for the solution Adamson his people to fully participate in the talks process in a forum for peace and Reconciliation to be set up by my own government and indeed in The Wider tops process between the British of the Irish government and all the parties with a democratic Mendes sitting around the table together working out her own future and part of the core of the Declaration that we signed was that it is a matter for the Irish people alone without outside interference to sit down and work out their own future both communities for traditions work it out whatever agreement they come to Stockman's have solemnly declared in the Declaration that we will Underwriters legislate for us and provide all the support is necessary to achieve. But first of all that has to be at Annunciation of violence in the vast majority of Irish people rejected and that's our Democratic leader. I to rejected because when the the peace decoration was put to the test and opinion poll and 97% of the people of the Republic support of the Declaration and over 80% supported in the Nationals communities Northern Ireland commands all Party Support in the door, which is our house of parliament on a day the vast majority of the Irish people and I think the message is slowly getting through to the Republican movement on the other side that violence is the road to nowhere is the road to know town and consequently. But the people involved in violence on both sides would see the futility of their ways and see things and decorations and statements made in that piece decoration. That should never ever be made by the British government before or By Night by Minister Idol come together to show on Charter Way phone for peace. I think if you have a question that you can put on a card and bring it up here, please I can just add to what I've said to maybe there was a part of the question to listen for the answer and I can appreciate that. Yes. I talked to John major depression trustworthy when I became Minister of Finance and he was transferred the extractor. Yes. I have a very strong person relationship with many Community leaders in Northern Ireland with many church leaders with Melanie many voluntary organizations and I have my own ways of getting my information and getting the message to but I will not I said, I don't want me to indeed sit down with people who use those sorts of tactics of violence and bombs and killing innocent people to achieve a political objective that can be now it's cheap and I would except there were many times in the past when many of the Is the British government of nose suddenly started we're never said before I wish you would put forward as a so-called justification for violence. They were times in the past that time is no longer there. This is a new start. This is a new decoration consequently. There is no more to be gained by violence for the people who believed in violence. I'm not vouching for the presumptions of underlie some of these questions but here's one in light of the understanding that the Irish Constitution acknowledges Catholicism as a religion of the vast majority of the people and Adidas influence by Catholicism in public policy on so chooses abortion and divorce. It is true that the Irish Constitution had and it's and it's and it's make up a very special position stasis in relation to the special position of the Catholic church in the Irish Constitution. That was removed many here some Years Ago by a referendum of the people in The Republic and consequently after it's removed a major reason why the divisions between North and South were going to be there for all time because of this constitutional bar in a special position for religion that when that was taken away. I'm afraid the people who are using it as an excuse me to take on fast as was no bother at all anymore. But the reality of the Republic on that it's understandable. Sturdevant at the strongest religion in is what in relation to divorce. For instance. This is a matter that in trying to know Constitution is a matter. I can only be changed. For the Republic of Ireland and cannot be changed by any government and next year. I hope it's expected that the government will be in a position to put what is the people's decision and it's not. Another question if the IRA calls a ceasefire who's going to protect the Catholic Community for loyalists for British groups in Northern, Ireland. But the whole idea is. I am strongly of the view and I based on judgments that iPhone from the various connections that I have in both communities in Northern and of course watch has been set of loyalist finals for quite some time is that it is reactive to the Republican violence, whether that's true or not. It's very difficult to say we sometimes I wouldn't be in trying to the view that it was just as proactive is indeed Republican violence has been or IRA violence has been so whether to put it in I think that it is true that the IRS violence crew. They burning House of catacombs in Belfast fight scenes of Bloody Sunday in Derry by intimidation by discrimination saw the repression of civil rights and the Civil Rights Movement, which started up in the late sixties in the situation that were not prepared to take anymore and consequently at the trouble starts with that her dad. Her with his 25 years. Later. There was no way already existing in the cities of terrier Belfast in 1969. When the British army came in on the deal were welcomed in as Protectors of the Nationals Community because it was under attack by loyalists bands of that particular time. So consequently the last five years what does despondent there campaign in the mid-50s came back into being again because of the continued attacks from lack of any real protection from security forces. That's what gave birth to them again as loyalists violence, which state's name was protective against the Ravens when bored stuff then there is no necessity for either to be in position for protection for you. And when the security forces command more support on a cross-community bases in to do with the moment that is the real way forward what occasions that we can only take them at their word until approved. Otherwise is that if I are a violent stops there violence would also stop by the IRA Mansion fan over the next few weeks as to what their defensive response is going to be to the Downey Street declaration Hunter the future road to be taken by them on a date out of that if it were and hopefully it will be a Defenders of and a positive response. Hopefully out of that Woodrow disbandment of lioness violence as well or maybe one would receive the other but I think the too much stuff together then we have to guess security Force like The Men's Club communities for because if it doesn't that you'll always have a recurrence of the problem, but I think we all recognize. That's both communities need to feel comforters and Defenders. I need to feel free to feel free of any intimidation or portion for the future is not to be used anymore in trying to solve Northern Ireland problem. On another subject in which you're very interested of the British have shown a lot of opposition to various aspects of European Union while you've been a champion of European Union. Is there any backlash against the Union in Ireland at all? And what's your present position on for the European unit? No, Ireland has always been very strong strong supporters of European Union from the very first referendum that we held for the way you join the commune to your nausea and the subsequent referenda have shown that very strong support state continues in Ireland. My government's on my own deal is always been strongly pro-european from the very start this Market especially for Food Outlet in the European Union in 1973 gave us at Independence to break out into foreign markets to ensure that our dependency could be reduced over the. On the bridge market and that has succeeded prior to joining the union 7575 to 80% of our exports went to Britain today. It's down to 30% and 75% and talk reported aec itself. So it's clear to see I was indeed part of her. I bet part of our economy over the years. It is employed about 38% of our people in the late 1960s actives you an idea of the type of an approaching basic economy ticket at I'm at 10% now and we have industrialized the whole Irish economy, which resulted we have built a very strong export Market Ireland fight still an island nation has to export 70% of our exports. We have to export 70% to live. So it gives you some idea of our support for free trade for European Union in expanded European Union. We have always supported very strongly the expansion of the tribe member states into a wider Union and we expect that next year. We'll see the entry of Austria Sweden Finland and Norway, hopefully if the if the people in the lateral three countries, I saw the sign the referendum I'm so I believe in next manager. I don't believe in the farthest sure. I believe in liberalizing of watershed. I thought it was the only way of getting the word recession be to be able to put the world behind us. I think we're in the global market situation. We're very independent every nation in the world at the moment on each other and I think the sooner the word cease out the better win this year. I think we would have less conflict and more peace around the world and a better chance for all of the Nations photo developing nations underdeveloped Nations to Indie developed because when we look at your baby, I think in terms of all, we only twelve member states of Europe maybe next year 68 Union many of them are developing very fast market economies as some of them not as fast but that to me is the whole area of underconsumed part of Europe. Indeed has to be focused for girls in the future as soon as economies develop on a date as an appetite for consumer goods also develop differently has been a major force in the world and see themselves as emperor of the word consequently Europe is different, but you must pull yourself warranty and not give it away but just pulled is on I think that the public they see it differently to us. They would prefer to dictate the future of your rather than participated and property is in the building of a New York. Thank you. You talked about agriculture becoming less important in the Irish economy. You talked about other sectors growing as you look ahead to the year 2000 and 2010. Are they some remarkable growth sectors something special about the Irish economy in the future? Yes, I think there are because we took a very conscious decision and Arden over the last 20 25 years to invest very heavily in an inch and education in it infrastructure. The deed that that is now seeing as one of the best around the word consequently with our growth in population with a well-educated Workforce. We built up a whole skilled labor pool that indeed is in very scarce Amanda many countries around the world and we put that is our base for attracting foreign industry into our room cuz we didn't have the long tradition of industrial other countries have side-by-side with that. We put in place very strong incentive package for a caucus results and we all know that business people are in business to make profits and Manufacturing corporate tax rate that's guaranteed to last after the year 2010 and that's guaranteed under aec rules European Union rules as well. Stop with the other states if you are for a more developed than ours is so we went for the newer sectors of Industry which were growing rather than at looking at the old smokestack industry. So consequently, we have built in modern industrial engineering. We've been chatting electronics and computer software engineering we have been in Pharmaceuticals where all the top names of the word. I probably have plants in Orland almost the same goes for the electronics in the computer age is well seen the girls have the information technology age and we spent one and a half billion dollars on modernizing or telecommunications infrastructure, which brought his up to the most modern of European standards. Give us all the prerequisites for developing a new scale of you clean modern industries that don't destroy our environment which allows us to develop a food industry with Screen image of obscene policy and making our new place for people to come up there holidays with a very keen on the spot environment is wealth industrial environment, but at the same time creates the maximum opportunities for our young highly-skilled graduates that are coming out of her toward Levitt colleges telemarketing Services Center which conservice any part of the word because it doesn't matter when the communications high-speed data lines and everything and I'm pleased it doesn't matter what part of the word you're in Ireland between East and West is the last outpost coming from Europe to the United States was the first outpost on the way to Europe from United States of America. That's a very strategic place where you can make more profit than you make in the US Commerce trade and commerce because not mind another commercial is a strong one. Corporate tax cut his nose keeps down inflation running today at about two and a half percent with a balance of trade in the balance of payments and surplus for for quite some time now, and it's red starfish are projected to go between 5 and 6 % fired outpacing an open Forum in New York at the level of growth to last till the end of the industrial base in Ireland and modern Ireland compared to an economy over lines and agriculture, but no taking his place and the formal sentence the word for Hi-Tech Industrial Products that add a tire center on the work. So this year we expect to our exports to grow to about 20 billion pounds, which is the fair treatment for small island per head of population, Ireland underneath the Japanese to thank you. A related question about foreign Commerce. So it kind nearly all countries have some sentiment against foreigners buying up real estate reticular agricultural real estate. The questioner wants to know if there are attempts to curtail the ceiling Ireland's land to form is home by the sea or a Home by a golf course at wherever you wish it were free traders in mind or three Treasures everywhere. So there are no restrictions in relation to a used to be one time cuz we're we're we're not answering her. We're not looking inwards anymore. We're looking out for us to the world. We're all part of a ninja interdependent world out there. We failed that everybody should be afraid to move around live where the like to what the way whatever they wish to do it. That's the view of Modern Art and it's not some data protection as you that used to be there and say we must hold the land of Ireland for the people of our rent because we want everybody to make use of it. Want to come and live in order for the rest of our lives feel free if you want to retire in Ireland, and if you want to come and enjoy your holidays, we have more golf courses in Ireland per head of population than any other country in the world. What's the question on very different subject Minnesota and Ireland have historically supported the Arts quite heavily. Tell us how Ireland funds its native artist both directly through public assistance and by tax breaks. When I was Minister for Finance in 1989 to 1991. I looked at this area as a possibility for growth for development and moreover for jobs and I'm a strong believer in incentive. Especially the Irish psyche. I think that incentive Drive Staples do things on the internet to the Arts in the development of filmmaking in a particular area Norland. Year to increase the tax free allowance is for people who want to invest in for them for corporations want to raise money in Ireland or elsewhere for films that there's a tax write-off and listen to it. It is arrhythmia risks taking business, but never the last time that the return of count be raised if you succeed and I think anybody looking out over the last couple years will see that that policy has paid off that we re running place and then then some of the successor on the word with her actors in the deal with her or feelings as well and are very very strong appreciation of the Arts. Send a package of the environmentally aprietas on indeed with the cooperation of all the Public Services because you know, you're making films you need to section the Army participate you need to lease or to participate. You need fire engine some people like everybody in Orland now is part of growing environment because we all operate as a team as a package to attract more and more people in to make for them to this year. I think we puppy years ago we going to do about two or three films in Arlington this year. We're doing about 18 and you would have seen some of the successes recently and and and for nominations on some of them went beyond that and we've met a Gibson's Blockbuster 55 million pounds going to be made and curiosity shop when we succeeded in getting the Mel Gibson film to come to our and leave the question was asked in the British media as to why the British film commission lost. It's too early to their consternation to HP. You snuff when he was asked as to why he says the Irish really appreciate the Arts. Funny area we haven't had questions about up till now. I'm sorry. Could you please What should I question if you want I'm already very conscious in relation to each other conscious in relation to the Discrimination that is exists as the fears that have existed the second-class citizenship that the Nationals have to put up with for far too long. And I believe what I am saying is this I'm not disregarding. That's what nobody is in the Declaration, which says that that the activities of the past have not been successful that the system of government has not been successful and the recognition of all the things that you talked about and rightly talk about what I'm saying is this is there was no need for if we can get violence to cease and definitely if we can get followed by are preceded by a loyalist violence to cease then there is no requirement for the Army to be there. What's the weather and we didn't have them in 1969 and we want to get back to the stage where we don't need them. I really don't want them and that the Irish people North and South. The difference in diversity that exist and live together without having an army of Northern Ireland turn on size. There will be no security solution to the problem and there will be no military victories on either side either. So I mean when I approached and the bases, I was born and reared 35 miles from the border. Nobody appreciates it more than I do my children up there as as youngsters on their holidays. I have been in and out of Northern Ireland since for the last twenty-five forty years. I know people and that's why I believe that I have a full appreciation recognition of the fears and the problems are both communities not just certain either husband serious discrimination jobs and housing as I mentioned in my speech on the one hand, but on the other hand has been recognition. The old days to the Battle of this, where are the majority where winner took all that's gone in Orleans for the union is either that's the only read forwards and I believe that when we can reach that situation the British government would be only too happy as I know. They would to take their army out of Garland. What's the Prime Minister there's one area that you haven't spoken on. I'm sorry. I think we've been pretty indulgent to people from the audience mister mister prime minister. Could I ask you a question on a subject that you haven't had a chance to speak on yet? And that is the future of World Trade you were very active in the Gat round. It has concluded and it appears to have been successful. What's next? What I've always believed for for the country that needs the development of order said for us to be able to compete and get her Shara Worden fed that gas was really important and we recognized in Ireland that the agricultural Association when they became deadlocked. There was no chance of a gas at a successful. You got to agreement being reached in Hunts Point that it was an Irish a commissioner of the European Union who got together with Ed Madigan in Blair House and broke that agricultural deadlock that existed and open the way for the rest of the negotiations on the trade aspects of the gas to proceed it certainly has been a long hard from Uruguay, but nevertheless I believe all is well that ends. Well, we have we have no it gets agreement in place where all of us never never wanted to dance with. Nobody could expect to get everything we wanted to get but nevertheless when I was faced with a dilemma. Both France France were holding out on on the resolution of the Agricultural side. I like a culture was indeed. Very important to me as it is for you here in Minnesota. Nevertheless. I believe that's an equitable compromise was work that was too loud to get to proceed. It's very important that you have to take the world section on without it. I don't think that word would have come over a session that we could find ourselves in very deep recession or maybe go towards that depression that we had in 1929 with the guy who I think will make the difference and we want to do is see it implemented as fast as possible and get word economies to grow up more opportunities for many of the young people out there that need jobs. Thank you very much was what time is we have to play?
