I'm very glad to be in Minneapolis to have been chosen. I think that the greatest problem that the Minneapolis Police Department faced was actually saw it before I got here. I said, I don't have any program and I didn't I said I would I assume that the people to Minneapolis know what the problems are. They going to know where the solutions are going to be and I hope to listen to them and learn with them and together begin to Fashion some kind of a solution to the problems our respective of the political considerations favoritism in the other nonsense that has ruled the department for very long time. That's why I did not have a program in sure. You know when I get came here within 10 minutes, every other problems have been recited through me about a hundred and twenty seven of them two solutions are 2223 problem over the next six months are going to beat the short out the problems in to attempt to prioritize them and to sort out of the solutions into attempt to establish which of the usual ones in which you're not but it's going to be done by the members of the Minneapolis Police Department dedicated. I have an agenda for 1980 and I are one of the things that had ties to happen in a bureaucracy as you become mezmorized by buy temporary crises that tend to deflect your attention from the long-term view. We implemented and within weeks it was clear that it was a disaster. And now there was to be a part of large public hearing and the assembly called a public hearing on April 6th to testify and I want them now. I had not been invited. I had always function in the wings the other Master Mechanic the architect the plan on working in the wings never out front whenever my boss was requested to testify at this hearing feeling a lot of heat. His boss was asked and they came to the breeding conclusion that this once they order bring Tony Bose along and she have a little bit of the spotlight which Muni it was like being offered a brass on the Titanic. I said terrific, let's go. I only have one little one little condition to impose. And a shed in what is that? I said I would not fly. We've had enough statements when you just give over and I said terrific I skipped over the statement and then he started asking me the same series of questions. He had asked my boss and his boss which related to the fact that I obviously had to call it a dynamite successful program. And I said, I'm very sorry Mister assemblyman, but if you read my statement of allowed me to be that you would discover that your questions are predicated on the statement that I did not make So if you read my statement, perhaps you would have stretching your questions a little bit differently. I simply refused to tell you what I think of the program and which created quite a stir and the rest is history a PS within six months all three of us were fired. Play for different reasons. What it what I what I wanted to illustrate is quite simply that the very simple that you can live by simple rules, but they can get very complex and practice and I was on the great pressure the label that program a success and refused to do so simple rule is tell the truth. I will administer the oath of the Minneapolis Police Department through simple rules that I am the chief and that no one is going to control its inner workings that if an officer is out there trying to do his job in good faith. I will be in understanding and sympathetic. But if he does right I will back him up 100% and will back her up 100% that if they make an honest mistake will be understanding sympathetic and as helpful as I can be either they make a bad faith that I will divert their throats and they understand that and then we will attack brutality and we will attack corruption and we were together reformed at the apartment and bring it into a premier agency.
