[MUSIC PLAYING] PAT KESSLER: The stricter guidelines, now in effect for all rock concerts at the St. Paul Civic Center, seem to be a partial success. Partial because the 17,000 people at Bob Dylan's concert are different from the 17,000 who came to see the Rolling Stones last summer. At that Stones concert, over 30 people were arrested and nearly 20 injured when fans clashed with police outside the arena.
At the Dylan concert, the crowd was generally older and quieter. St. Paul Police reported little activity inside and outside the Civic Center, except for the arrest of a dozen or so ticket scalpers. The same lack of activity was reported by the Red Cross, the Civic Center security force, and City Councilwoman Joann Showalter who came to see the new guidelines in effect.
Outside, the neighborhood surrounding the Civic Center were quiet with a heavy concentration of police patrolling the West, 7th, and Irvine Park areas, which were vandalized during the Rolling Stones Concert. Councilwoman Showalter said it will probably take two or three more rock concerts with the new guidelines before she is satisfied they are having any effect.
In fact, many of the fans were not even aware of the new rules despite the publicity. They only knew this was Bob Dylan's homecoming concert, his first in Minnesota in 13 years. This is Pat Kessler.
