Our topic on this morning's public affairs program is community crime will share we all share the fear of home burglary and street is salt. We hope it doesn't happen to us, but inevitably it does to either us or someone we know this morning in rstudio. We have several people with interesting ideas about crime prevention and later in the program listeners at home will have a chance to participate in the program as well at this point. I'd like to turn the program over to Neil Saint Anthony. Thank you, Richard. Good morning. There has been a rapid acceleration of neighborhood crime in the Twin Cities during the last decade our purpose here. This morning is not to analyze the motivations of the criminals, but the briefly assess the damage to victims and to consider a new program founded in old-style crime prevention Concepts our studio. Guess this morning our alderman Richard Miller from the Third Ward of Minneapolis Officer Jim the light of the 4th precinct and Doug frisbee at the governor's crime commission and Project Director of the recent report on crime prevention in Minneapolis that report was requested in 1975 by Al Halsted. Then the mayor of Minneapolis the Striking Factor about this report is a recommendation that citizens be prominent crime fighter's of course, that doesn't mean they should try for single-handed arrest. It does recommend that neighborhood residents protect themselves by taking preventative measures. Now to rob a house a potential burglar needs desire ability and opportunity. The prophets are lucrative. It should be added and the business isn't as risky as you might think about 8,000 burglaries were committed in Minneapolis in 1975 victim suffered an average loss of $585 and the police nabbed only 12% of the felons little merchandise is ever recovered and the cost of home and renters insurance is sorry as mentioned desirability and opportunity are the keys to a successful Heist report centers on fording a burglary or Street robbery by taking away the opportunity and this report is different and that it does not recommend more expensive police Personnel gadgetry or sophisticated programs. It says neighborhood should help themselves through an inexpensive Common Sense approach to crime prevention far better security and a caring network of concerned neighbors a throwback if you will to an earlier time when folks knew their neighbors and kept an eye on mr. Of us children and loitering strangers. There are three Target neighborhoods in Minneapolis and they will receive financial incentives for residents to better secure their dwellings will get the specifics in a moment and it should be mentioned that some other areas such as the lexington-hamline community in St. Paul are already involved in a successful self-help program of their own and stay tuned because later in the program you may call in and ask our guests about the program or how you may get involved in your neighborhood. Of course, the city has been asked to accommodate this program presently. It is before several Committees of the Minneapolis city council report recommends that the city do its part by establishing more dead end streets cul-de-sacs and better lighting to discourage easy access in and out of the neighborhoods why lightning the sense of community in a particular neighborhood at this point? I'd like you to hear some important comments excerpted from a conversation with Doug frisbee of the crime commission's Community crime prevention unit. Doug is in rstudio as well and later. He'll discuss other aspects of the program that he doesn't mention here. Now the tape Hardware if he will and that includes no locks on Windows locks on sliding glass panel doors patio doors includes the proper lighting. It includes not just a hardware though. I think one of the things we want to avoid is having people locked in behind their houses is afraid to go out and that controls little bit when we focus solely on Hardware. So there are other things. Again, very common sense things with which a lot of people don't seem to realize and basically that is letting your neighbor know trusted neighbor know when you're going to be gone. And with the neighbor, please watch out for your house. There's also this idea of a premise survey to be done by the police before anything happens. Usually you see a cop in the house after somebody has a reptile your television set off Minneapolis to the crime commission has given Minneapolis fun money to implement three neighborhood crime prevention programs, which are sort of the test site if you will for a lot of the ideas that are there in the report. And what is going to happen in those three neighborhoods in is available? I think to all citizens to Minneapolis. But what is going to be a very heavy and this is a situation where I police officer. It could be another train individual. But in this instance of a police officer comes out to a home upon request and reviews the home or the business is very important for commercial business just as well. I refuse to visit from a security point of view and makes recommendations and those recommendations maybe some the recommendations that I mentioned better locking devices in the case of a business Rhapsody an alarm system is they call seems Justified better lighting interior lighting exterior lighting perhaps in the business of some sort of chain link fence to cut down the flow traffic. And that was Doug frisbee of the crime commission Doug oversaw the crime prevention report and will answer some questions for us in a few moments citizens are learned by crime in their neighborhoods. Recently. I attended the meeting of residents from the Hawthorne neighborhood on Minneapolis is near Northside at the meeting Officer Jim delayed from the police department met with numerous questions such as this one. All possible to follow up on a car I have noticed when I haven't made a call when they're having powers around you make a 10-minute something like that. I don't know one of these youngsters have looked it looks to me as if there's somebody watching me right before the police car come in the house are up this last time the parts. They go on all the lights in the house are out and it's quiet for a half an hour of squad cars gone by then flashed their life. They look at half an hour everything start something. I was just wondering if it were possible to surprise and then come back again. And when it got me to tell him those kids as soon as they see headlights coming to think it's a squad car. They going to shut off all over. You could be asking for some trouble. But if this thing is you're going to have to face it sooner or later. I think you get the whole block organizer. I think referring to when I think I'm frustrated. We're actually asking for the community's health. You want helping you know, I don't know if you watch his TV program and I don't care what we spell grammar. Yeah, we could get help from the community before the back. Somebody that to call me in the neighborhood or they are breaking in or whatever and we can get there in time. And make that like they say in New York and Chicago the big collar. But this is really one of them off to that. The police are really asking for your help. To help you and that was Officer Jim delayed who coordinates police participation in the pilot crime prevention program on the North side during the neighborhood meeting. He and Hawthorne Community coordinator Dorothy James took time to answer some questions that I had. I think our biggest problem here in both areas. Will it only two and Hawthorne? It's more than residential. Burglary Dorothy as a spokesperson for the neighborhood are people pretty upset about the problem same thing that's wrong with one of the communities that was picked because if we do have a high percentage of absentee landlords rental, and natural a lot of homes are not safe and have a lot of people moving in and out so they don't report report to clients in the area. Also do senior citizens are afraid to go out. So they have a fear even though nothing has happened to them. And a lot of the things they say that happened they call it Petty things like still in the lawn mower still in the water hose and kind of thing as most most of the crime come from the youth in the neighborhood or does it come from outside kids coming in or have you been able to Target and that respect? It's the neighborhood youth in the neighborhood teenagers from new from 11 to 18. So we've already heard about the police have problems of their own takes him awhile to get there. They have a hard time apprehending people because usually kids can get out of the neighborhood in time to hear the police coming what kind of preventative thrust will we see in in this neighborhood gym as far as ways to to prevent not only the the street crime people praying on the elderly, but the break-ins the biggest thrust is through Community involvement through the block Club. That they will get to know each other and know who's kind of belongs to who what neighborhood, you know, I has shown so brother-in-law that they recognized and get to know more of each other so that they can tell what's going on. It's just being more aware of what's happening in the community and getting involved. and this is something that we hope to accomplish what starting next month in September is where we really start getting us out the ground is that your responsibility Dorothy to organize some of the black clubs since 1974. We first started organizing block Closet in 1974 into the school board and the Blackhearts with set up mostly for the development of the area. And because he couldn't do their housing project Minneapolis housing Redevelopment Authority couldn't do they work without the block Clemson we switched over into housing. So a lot of houses have been torn down a lot of new ones have been built and the community is changing. So the Broncos has been there their soul. Only thing to really rely upon because this this community had no Community Council this Council was organized through us for the crime prevention purpose. So you think you can use that block Club model to to identify some crime problems to talk about Mutual concerns and then hopefully implement the program Jim, where's the money coming from for this project. How's it going to be distributed? This is money is from an Elliott Grant through the governor's crime Commission. There's three demonstration areas Larry East Willard, Homewood and Hawthorne. I think it's a total of about $500,000 right that would be divided up between the three projects. So this neighborhood will get roughly. About $140,000 is the money going to be used primarily to go out and buy whistles for people to provide incentives for people to upgrade their security systems in their homes. How do you go about arranging for crime prevention? Sure. Go ahead. Like Jim is demonstrating fighting for The Lox. Okay, we have in our in our many $28,800 allocated for changing the locks and different kind of things that may be in there for Grand for people then we had some money is allocated to us for Street changes Valley Molly kit modification. So we do have to do some changes here to cut down crying. Okay Dorothy. Let's say that I'm not a homeowner in the area and I'm worried about this crime problem. And I want to upgrade the security systems within my house. Let's have just got off a latch lock on my door with a push button lock. It can be opened easily with a credit card. Let's say I don't have my windows secured properly, but I'm a man of modest means and I can't afford to spend $500 to have a hardware specialist go through my place and secure it as best possible. Are there any Financial incentives built into this program that I'll be able to take advantage of the program called project heat? It was hot rod emergency action team people that cannot afford to pay their part of the grant themselves. I will be taken there. I'm out to project King asking for a grant for them. I'll see what portion of of a security Grant would a person have to pay normally. Analyst program would be half for half of 50% and 50% so that all depends upon how much $100 up to $100 commission will pay up to $100 if they spend 200 they're eligible for $100 refund Jim. What can you have done to your place for a $100 Allred be $200 worth of security systems. But what can you have done for a fat amount of money? Well, this is hard to say. I'm sure most of the security checks that police are going to do are going to involve deadbolt locks for double song. There's probably front and rear doors. We are working on getting contractors that we can get a reduced rate on for this program as far as what or how much would be done. I couldn't tell you what I would say that if we can arrange a reduce rate for a comprable double cylinder deadbolt lock that meets our specifications to Suzy's Lounge installed with run approximately 70 to $75. install I really don't see that a lot of people will be going to the full recommendations that we give them. But what we will do is we will if they're six recommendations on a security check. Okay, if I want to stop you for just a moment now in to talk about that security guard or premise check initially. That's what a homeowner will have to do will be to to call you up at 4th precinct and and say I want you to come through and take a look at the place and tell me what I need. Okay, I think maybe we should put in perspective. The original things is the block clubs will be formed at these block of the police will come out and explain the program at this time. They will have a sign-up sheet for security check. We have 10 other police officers at the 4th precinct that have been trained for Social Security checks. I will be scheduling them. To come out and do them once they come out they show the form we might recommend six things but we might start just three of them. The people will have to take care of the starred recommendations in order to get the subsidy, but then we would highly recommend that they follow through whenever possible financially for them to take care of the others for more security for their homes. At this time then which we haven't worked out yet either be scheduled through the neighborhood Court in his office or to the police coordinator that he will contact the contractor that will be get the bed and the Beast schedule out for this area. Is a are most homes pretty easy to break into a if a child doesn't have a deadbolt lock on his house. If you've got glass windows if they're not secured to well. Is it pretty easy game? Is it pretty easy business very very easy as I would say the average home with the locks that are on or you could break a glaswegian unlocking and get in fashion a can with a key. I think this is one of the most important features is the locks on the door because just about all of our break-ins through doors. That are locked or unlocked or should we bring back again? If you have a good like I have to use it. We have some entrances to Windows and some through basement windows. There are ways to secure them also that can be done economically. Very cheap. Our biggest I'm sure just about every dwelling that we're going to give a security to check to is going to be mostly deadbolt locks and every 22nd hold someone a poll on trying to get to a deadbolt or is it enough to discourage somebody from trying to get in? Well, when we talked about this corrosion, we're also talking about getting the joint operation identification. I have the sticker on their Windows LLC that to which is a program that's been going on for some time. Now throughout the Twin Cities is not the state of Minnesota has was the originator of this and other states are using the same logo and all that with you, but the along with a deadbolt lock will use what they call a maxi place which is a little longer and you have a minimum of 2 and 1/2 to 3 inch screws. So that you can beat on that door and it would take a lot of beating before that door would give away that the lock. What are the odds if I break into a house with a simple latch lock a push push button lock get in and get a television set and expensive lamp. What are the chances that a police are going to catch me and are my odds pretty good that I'm going to get out of there unscathed. Please come upon any crime. It's true somebody reporting it that we get the knowledge to get there. Am I 15 years in a department? I think that the Once that. I've actually come up upon a burglary in progress and caught him inside without somebody calling us. You just stumbled on that one, right? That's it stumbled. Okay, those remarks by Dorothy James at the Hawthorne neighborhood and Officer Jim delayed of the police department. And we're talking about a new crime prevention program in Minneapolis will spend the rest of the hour in St. Paul Studio to start discussing aspects of this program and later. Alderman Miller, I understand that you've been a moving force behind the block Club Concept in and implementing this program in the plan is I understand it is now in effect in 3 neighborhoods. I'm wondering if it has Citywide implications City and these three neighbors were picked because they do have somewhat of a crime problem that exists now and although there's in separate kinds of issues and we felt it with what we learn from these three areas can can be of use city wide as the city council going to be monitoring the program. Well, mr. Frisby from the crime Commission in the police administrators have been holding various sessions with various Committees of the city council to get their support in the end. I think you're so basic good understanding of most members of the council about the program and great enthusiasm. So for the most part the council has pledged support to a question to you took frisbee of the crime commission was the chief author of the community crime prevention program report. How are you going to monitor the program in the M3 Target neighborhoods? Fun projects which is the products that they funded in Minneapolis. They often require a certain amount of money to be set aside for evaluation purposes. And this is the case needs to be neighborhood to Neighborhood coordinators and City Minneapolis who's running the project in the neighborhood will be working with the evaluators to measure the progress and help help the product to help the frog in that project overcome difficulties that they have so that what we do learn from the neighborhoods can be better used in another neighborhood City. So there is there is a special formal evaluation process. It will be carried on How long are the program's going to be running? Well, the crime commission gave City Minneapolis money to run the neighborhood programs for 1 year and the city now is seeking funding for subsequent years and then I turned it. It's our hope and I'm sure it's the hope of the city that they run longer than a year in any sort of demonstration project. Like these it you really need certain much more than a year to get the project going to and to show the real the real merits in the project. these Target neighborhoods have been identified as high crime areas and I hate to you to use that term but there is a presence of a burglary and and Street robbery in particular and I'm interested in what sort of gold you might have set to cut into the into the problem where there any goals or or will I just be an assessment of the program after the one year. And they're constantly going to go in revision and I think the neighborhood coordinators and and Jim to lighten the people in the city are in the process now of revising those goals, but there is there are some goals set to for reducing crime residential burglary, but there's another intermediate goals. I think that it's going to take a while because we can deal with crime a long time and I don't think people should expect that this program any other program is going to shorten your lemonade crime overnight. And so I think there are certain number of intermediate goals at that divided waiters in the city can look at it the end of the year and see that the project has been making progress on every confident that I have confidence that they will Okay Officer delayed. Let me ask you is this sort of program in the community involvement? Is it going to help police significantly and in doing their job or any time we can get community involvement? To the point of they're watching out for themselves white. We're going to find out more what's happening in the neighborhood and we're going to find out more crimes right now. We're getting telephone calls after the fact. After the ripped off which all we can do is come out and make a report to if the people are more aware through block clubs and black watches annoy neighbors Community involvement. Totally. It can't help it to be excessive far as we're concerned because once we have this communication system going I feel between the police and Community we're going to find out more things are suspicious people suspicious cars and we're going to be able to check them out before something does happen to be we've been talking a lot about bolting doors and taking other measures other measures to secure homes and buildings and that just in compasses a portion of the report. What about some of these other Concepts such as Street lighting and rerouting traffic to close off thoroughfares and and to cut down on the amount of traffic through neighborhoods of a backup for than that Basic premise in the report is that for too long? We have relied solely upon the police to deal with the crime problem. And that story is not to say that we do not need police. We do need police in the central role in society, but for too long, we put the entire burden on them. And what the report Christ point out. Is it there other resources at the city can use to combat crime to compliment the role that the police play and those other resources would be Community involvement in and Jim have talked about that cleaning vomit to block Watchers who through a neighborhood clubs or what have you there to other resources that we think that can be used and one is Physical design what you gave a couple examples. There are things that the city can do physically and a short in addition to deadbolt and individual home. There's things to do Canton City can do physically to to reduce crime in addition there things that the city can do just an innocent ministrative or or legal roll some of the physical design things that you mentioned are our accessibility the streets. We do know that streets would have less accessibility less amount of traffic on them have lower burglary rates are the reason for that. We think is that people are better able to know their neighbors and therefore are better able to identify suspicious activity and how much more likely to because they can't identify switch have to be call their call the police department same thing for for Street lighting so you can through its administrative powers and legal Powers also do things they can for example review new commercial. Residential development from a security point of view where is now they look at it from a traffic point of view to make sure that new commercial or residential structures room meet city codes Plumbing electrical or not. They can review that long to please assembly from a crime prevention point of view and that's not being done now. So there are things City inspections department can can look at the pictures from that point of you. So there are things but city does a normal everyday routine basis from streetlight into Street layout to reviewing commercial site new development City can do which one which would make the police jobs police job easier at the buildings built. It's too late are these are necessarily long-range plans or are there plans in the offing to do some things in the way of closing off streets and prohibiting access to neighborhoods? In the Target neighborhoods with streets for traffic and any alteration in streets has to be done shortly with the with the consent of the neighborhood who were going to be affected by it. And in addition at the concern has to be given for snow removal Fire and Fire and safety. So what I don't think we should leave the impression that we're going to Cause of our streets are there others are the considerations, but I do think that the gym or so we can talk about the other Street redesign we might have going on and off. Okay, very good Alderman Miller Welding give me a basic concept with the what we call him to produce a having some in Southwest Minneapolis in summer on the Comal area near the university. Also some of the North Jordan are you it's to try to give the Streets back to the people live on him and not just be a thoroughfare with everybody trying to get from here to there. And with that comes better sense of community because there's not much traffic on people get to know their neighbors feel better. And in addition to that they filled more extensions a territory of their own yard into the street and into the surrounding communities. If you're more of a sense of responsibility for what's happening in their in their own Community rather than just all kinds of people traveling through the neighborhood and I might add that the area north of Hawthorne. I had Street Burgers put in some years ago when they repave the area and there is a very measurable difference in the house burglaries in that area as opposed to the area surrounding a because people aren't don't feel so free to travel through there and and aren't get somewhat confused. If not familiar with the area how to get in and out and that's been a great service and I think that that's just one of the measures that make me taking me feel more sense of community in with a sense of community is concerned about their neighbors concept of this program seems to always harken back to the block Club Concept in the neighborhood concept it apparently something that we lost along the way when everyone came to the city and we started Living in these huge conglomeration became a o A group of people moved around and didn't pay a whole lot of attention to who are living next to it. What was going on in our immediate area? Okay at this point, I'd like to say that you're listening to a program about Community crime prevention in the Twin Cities. Now I'd like to ask another question of dog Frisbee and this dog related to the crime prevention planning committee that the report recommends the city adopt what sort of body with this being and what would be its function a lot of different city departments from the police department the transportation department to the public works department are all doing things which could possibly impact on crime but no one is coordinating it at a Citywide level from a crime prevention point of view. So they win the Public Works put some Street lighting there are two no fault of their own but they simply are not coordinating with police department or with other departments. So the committee would serve a coordinating function so that when very City activities are undertaken someone is at least to ensuring that crime prevention is considered they would do other living make recommendations to the city and turns the report with recommendations the city show. Could not implement it would give us distance to Neighborhood groups who want to implement their own Community crime prevention program modeled after the ones that we have in Hawthorne. I live at 13th Avenue and and 19th Street two blocks north of Franklin and 13th Avenue near propane your target area for this program. Officer delayed. Can you answer that question? That would if it would be in the area that it would come on the Lori East program and probably would be able to call Sergeant field at 5th Precinct and he could give you that information. I'm not quite familiar with the boundaries for South Minneapolis. Make much sense when we question. Okay, very good. Thank you. Looks like we have a few color standing by and okay. We're ready for your question. Do you have Okay, go ahead place. I live in South Minneapolis. Is there somebody that I can call to do a security check for my home? I'm thinking of it. Roblox, how about that officer delayed if you don't live in one of the target neighborhoods, can you still get a premise check? Yes, we have officers trained. I'm sure out of each Precinct. I can handle this probably the easiest way to handle that would be to call a commuter Relations Division that 348-6870 and they can direct you to the right party. That's 348-6870. Let me as a follow-up question ask. You also delete to question on a philosophical level almost and as I understand that you're spending all of your time working with neighborhoods on the prevention program. What about the department as a as a whole should it be thinking I would you like to be the spokesman for the Minneapolis Police Department should have been thinking more along the lines of prevention of crime instead of a reaction to it. Well there a course I have to get my personal opinion. Yes, I think that we should be working a little more in a crime prevention method, but we are getting into it. We have been trained which Precinct in crime prevention. It says it's a matter of implementing it and finding out if it works or not. Okay, very good. All right by the juvenile under-18 do they have the offender feel they are getting away with something on probation and understand some of these kids feel about this so-called Rehabilitation of the juveniles. Well, of course, it's out of my jurisdiction, but it's it's mine or saying that the judge is made an inordinate number of certifications to stand stand trial as adults for crimes at work, wherever repetitive nature or serious enough that they shouldn't be considered a laundry. I think you'll see a great many juveniles that deviant Behavior up to this point to reconsider their actions after they see some of their friends certified adults and intent to a Reformatory report took an in-depth. Look at the demographics of crime who are victims who are the perpetrators. Is it a is it a juvenile problem to a great extent having to a great extent report Brothers reports of showing it increase in juvenile crime what exact reasons are because as they call her suggest juveniles are treated differently than adults or whether there are other problems on I'm not sorry. Are a large a proportion of the perpetrators of a crime? Is it people who are coming in from outside the neighborhood to a large extent or are we dealing in some cases with the neighbors and the children of neighbors stealing from people with in the neighborhood gymkit. Do you have an answer to that one? I would say the target areas that were working. That's it's normally juveniles that live in the area. They're not looking too far vehicles. I don't believe are being used to the goods that they're stealing our being carried by hand in most cases. Okay. We have some color standing by. Good morning. Do you have a question morning? I noticed that you put a lot of emphasis on neighbors watching each other's houses. And I wondered what you recommend for couples who live in neighborhoods where both spouses tends to work and be away from home a lot. I think that the card is a problem. But that's one of the things were here nor the city maps is trying to do with the with the programs in in in the Target neighborhoods in that is that a lot of people go to work, but they usually never blocked her one or two people who stay home during the day and there's no reason why they can't during the normal course of the day watch out for your house and watch for suspicious activity in the neighborhood as well as looking out for their own house and ask there is no substitute for good neighbors. You can have the best locks in the world. But if a would-be burglar has enough time to break in he'll get in and if you haven't got neighbors were willing to report that kind of activity and be on the lookout for it all the locks in the world aren't going to do you any good? I understand twin hesitates to put that burden on the one or two people who on the Block who stay home during the day house might not be burglarized crime in the entire neighborhood including your house and other people's houses is can't help contribute to the demise of the entire neighborhood. So I think they have a vested interest in looking after your property as well as I do for their own. Okay, very good officer delayed. What is the prime time for robbery? Is it possible to pinpoint it? Robbery or burglary burglary most of our burglaries occur during daylight hours are very early evening hours with the winter months coming on now. I want to start by 5. If there is no light on in the house, they will go up and they look at it's too early to go to bed. The house is dark. They know nobody's home. Most of our burgers are done very early. There's very few and late at night very few late at night. Okay, we have more call or standing by good morning. Do you have a question for I guess South Minneapolis in an area where they have implemented a street diversion program. I wonder if the police department or crime commission whatever I have done any studies to see if the street that all the cars are diverted to which happens to be my sister has a higher crime or burglary robbery rate because of this I would have to say that I'm not study that that problem yet. I think what I don't know what you're taking the streets, but I know when we do different streets pretty one of the two you want to take into account when you do to Verda street is to what existing flow of traffic is in and I don't think you would want to dump that extra traffic into strict a residential area. I think you try to dump it into a heavier cord or but I I guess I haven't I haven't studied a problem scale that we're at residential street Upton Avenue South and I guess in the 1400 the streets on either side of us have been diverted. And so we have a much higher traffic pattern going through our street and I just feel like in some ways maybe our rights are being violated because you're trying to protect the rights of people several blocks over from us and I just thought that would be something I'd like for you to keep in mind and maybe look into and see if in fact that is a problem in might be a problem. And then if they find out that they're not that somebody isn't working in the in the weeds waiting to provide your house because it probably isn't a good Target cuz it's it's got good locks on and make them feel more secure and enjoy their Community better and I think that's part of their whole messages education. Prep too high for some people to buy and I believe that Minneapolis is covered under this federal crime insurance program both commercial and residential establishments. And I guess if if you call a particular agent you might know about the program or barring that and the state insurance department can give you a lead on that. Alright, definitely, but the thing is is if if we get to a crime in in progress a felony in Project specially on a burglary if the unit that works that particular district and I happened to be tied up we will send they will send a unit from wherever they can because we're that's a high-priority type called because you've got a felony right in progress. Okay, we've been talkin primarily about burglary this morning and I'd like to shift to another topic but a similar one in and that is Street robbery and Doug frisbee from the crime commission. Is there a also a prevalence of Street robbery in the neighborhood that were discussing this morning and and what are some of that stuff even talking about taking the same steps that would apply to this phenomena crime problem is a residential burglary the street robbery problem in Minneapolis. I should say first of all is not nearly as high as in other cities in DC and it is located in different neighborhoods than the ones we I'm talking about the demonstration neighborhood. So and I think also that the steps you take for Street. Robbery are somewhat different although the general principle applies to go Street robbery in residential Bergen. That is simply taking common-sense precautions. Is commercial burglary burglary largely the same problem as residential burglary, is it as prevalent to is it something that can be combated in a in the same way or in a different manner? I think basically we're attacking at the same same way as far as the security the businessman has to take some steps to make his business more secure. We're talkin probably a different line of burglary and different hours business burglaries occur night time hours. and there we have to go into possibly maybe alarm systems better locks better lighting sometimes our windows are full of sale banners and everything and you can drive by and you can't even see inside. So there's many things you take into effect, but that basically attacking the same way much higher for president for burglary is much higher than it is for the residential units the Businesses are hated much higher rate. There's not as many as many of them course with her too. Much higher rate than is the residential unit. So the businessman is in some ways suffering suffer more than the residences in Minneapolis.
