St. Louis County, Minnesota, is voting on a referendum to determine if they want to hire a county manager, a new position. University of Minnesota Duluth Professor M. Harry Lease headed a study group to determine if the a referendum was needed. Commissioner Floyd Anderson says that position would have too much power and he's not in favor of it.
