August 19, 1986 - Ron Edwards of Urban League and David Niebur of Minneapolis Police Decoy Unit Sal Saran Scott, 22, was shot in the face at point blank range after being arrested by a Minneapolis police officer who was a member of the controversial decoy unit. The shooting was considered accidental and was the second such "accident" by the same officer.
