David Durenberger is founder and chair of the National Institute of Health Policy at the University of St. Thomas, was a U.S. Senator (Republican-MN) from 1978-1995. He was also chair of the Health Subcommittee of the Senate Finance Committee and headed the Minnesota Citizens Forum on Health Care Costs.
Susan Bartlett Foote is professor emerita at University of Minnesota School of Public Health and part of former U.S. Senate staff on health care issues.
