Midmorning’s Cathy Wurzer moderates a panel discussion with Mike Sauro, a lieutenant for the Minneapolis Police Department; Ann Viitala, lawyer and chairwoman of Civilian Police Review Authority; Bill Lewinski, a police use-of-force expert; and Robin Magee, law professor at Hamline University. The group discuss and debate local police officer discipline efforts.

While a sergeant, Sauro led the 1989 mistaken raid on the home of an elderly couple who were killed in a fire set off by the officers' use of a "flash bang" grenade. The incident reinforced distrust of the police in the Black community and led to the creation of the Civilian Police Review Authority (CRA).
