MPR’s Deborah Fisher reports on continued controversy of Minneapolis Police Department’s decoy unit.

Sal Saran Scott, was shot in the face at point blank range after being arrested by a Minneapolis police officer who was a member of the controversial decoy unit, leading to hearing by Civil Rights Commission. The shooting was considered accidental and was the second such "accident" by the same officer.
