The FBI has agreed to investigate the February beating of a man by Minneapolis police officers during a traffic stop. A video of the stop shows some of the officers kicking and punching 42-year-old Derryl Jenkins of Brooklyn Center while he's being held face-down in the snow. Mike Quinn, a former head of the Minneapolis Police Academy, says from what he sees in the video, the beating of Jenkins appears to be out of bounds.
