A proposed ordinance that would restrict pedestrian access to alleys comes before the Minneapolis City Council this morning. The ordinance is designed to curb illegal activity in alleys by making them off limits to people who don't live in or own property with access to the alley. Exceptions to the ban would include guests of residents, public safety officials and other city employees, including housing inspectors and utility workers. The ordinance was written by councilmember Robert Lilligren. He says he lives in a part of town where he and his neighbors call police regularly for criminal activity that occurs in alleys.
