The Minnesota Citizens Forum on the Governor's Race was held on Friday, May 22, 1998, in partnership with the Star Tribune, KTCA-TV, and the Minnesota Journalism Center. A group of citizens were at the Earle Brown Center, videoconferencing with people at Lucille's Kitchen in Minneapolis, and others in Mankato and Duluth. Speakers included St. Paul Police Chief William Finney preceding the Q&A from the citizens.

Thank you Gratis, six minutes now past 11. Good morning, and welcome to mid-day on Minnesota Public Radio. I'm Gary. I can glad you could join us. This fall. Minnesotans will be electing a new governor. Arne Carlson is not seeking re-election and nearly a dozen legitimate candidates of enter. The race to succeed him is spraying in a series of citizens Forum sponsored by the Star Tribune ktca TV in partnership with Minnesota Public Radio Minnesota journalism Center this spring a series of forums are being held in an effort to make sure all of those gubernatorial candidates actually address issues that citizens care about last week the forums focus on crime folks got together in Minneapolis Saint Paul to Luther Mankato share their ideas and what a governor can and should do to fight crime. And today. We like to add your voice to the mix. You will be recording this hour and pass on your comments to the organizers of the forums. So we in, Make sure to give us a call great opportunity to send your message to the gubernatorial candidates. What would you like to ask the candidates for Governor about the crime issue? That's our subject this hour and we would like your suggestions for the gubernatorial candidates your questions for the candidates on that issue. First of all, I miss it a public radio's Lynette, and I'm and has a report from St. Peter on last week citizens forum. The participants ate their dinners sat down in their chairs and then watch the teleconference screens at their respective sites. They listened as a panel of crime Public Safety and Corrections professionals presented their views on crime and Minnesota Professor James Tallon from st. Olaf College said the state spends over a billion dollars annually in crime and Justice related matters and yet there's an increased need for more presence Saint Paul police. Chief Bill. Finney said the police must get away from a hook and book mentality and focus on crime prevention the director of victim services in St. Louis County call Goose. The victims must get hip heard and form and present in the criminal justice system. Then it was the 100 + citizens. Turn Bill English smoke from Lucille's Kitchen in North Minneapolis legislators, including Governor's consistently bow to the wishes of the NRA and refused to listen to the overwhelming majority. Party of us who have some form of gun control and definitely keeping guns out of the hands of children Shackled issues. I guess my question to the panel is is this a viable approach to the reduction of violence both in the city and cities and in rural areas the last three school shootings that receive Nationwide notoriety. We're not children of color and yet our news media are continuously portrays most crime as a violent crime is the crime of black youth black male youth in particular you to their respective locations work together to create questions for the gubernatorial candidates in Mankato. The threads of crime intertwined with perceptions of race continued. Gary plim has lived in Southcenter. Minnesota for 20 years in the first ten years that that I left here. I never seen or heard any business about gangs. I don't think my head was in the sand. I just didn't hear or see it and there was not graffiti all over the signs and all over the wall over the the bridges in and what have you and we didn't have to have a task force that specifically with gang violence in the second 10 years more. So the last five these problems have cropped up at the same time. We have had a more diverse people living in this town whether or not it's connected. I don't know but it would make you some ice that women some people say we are you if you're saying that these people are coming in causing problems or the Scrambler once a social worker is a customer service representative from Saint Peter. I don't see a problem as ice people here, you know, whatever we may be. Not being very inclusive. They're very there because I think there's the very hidden in the sense of their very they have their own Community, I guess because of some of these problems and not being terribly welcoming. I see this is almost what are we going to do as far as being good neighbors and being receptive and being welcoming. Frustrated the group scraps this hard question and moves onto others after some discussion. The participants crafted their final questions for the gubernatorial candidates. Domestic abuse is a huge problem in society. What is a governor would you do to change the situation for the better and be specific drugs in a little later on AIDS and venereal disease birth control at cetera while they are able to grasp right and wrong very early. Why don't we have crime or prevention of it brought up in early grades over all the participants in Mankato a white and largely Republican group. We're pleased with their results citizen Gordon Humpty from Albert. Lea said thinking about the issues. Now long before the election is the way to go. I think it's nice to know that we're entering questions to the gubernatorial candidates before they go in. So I've got can get some questions for them to evaluate them as a candidate and in as who I might vote 4 ahead of time not afterwards there in power and sail, I don't think you're doing a good job. Now. I've got a chance to say here's what I'd like you to answer so I know I got some hope she'll do a good job. The next citizens Forum on the governor's race will focus on poverty and Welfare Lynette nyman, Minnesota Public Radio. St. Peter do that Newsnight Minnesota you program on public television. What would you like to say to the candidates for Governor about the issue of crime and how to deal with crime we invite you to give us a call. You have some thoughts on the issue of crime has some suggestions on what should be done some questions for the candidates as to what they would do. This is an opportunity to get those questions recorded and we will pass them onto the gubernatorial candidates. Some of the many questions generated at last week's citizens Forum what crime prevention programs with candidates support what crime prevention programs do you think might be helpful? What would the candidates do about domestic abuse that came up during the forums what drug prevention programs or would the candidates support to some of the actor some of the participants in the citizens Forum maintaining that the Dare program so popular in the school's really hasn't accomplished very much. What would you do to support mentoring programs? So way to help kids avoid the getting in trouble what can be done about juvenile crime should the candidates support the idea of lowering the age for adult certification? That's when the kids can be tried as adults when they commit serious crimes some of the other ideas. It came up at The Forum. So how can government help parents teach youth to be more responsible and accountable what role does government play in that process. Would you as a candidate support a law allowing citizens to carry concealed weapons as a way to help deter crime? What can be done to Foster after school programs for kids? So the theory being that the much of the crime that is committed by young people and much of the trouble they get into occurs or right after school in the late afternoon hours. There has been more and more emphasis placed on trying to expand programs for kids in the late afternoon hours. So they have something to do before their parents get home. Let's see. Some of the other ideas it came up at the citizens Forum some of the others suggested questions for gubernatorial candidates. What can be done to help the victims of crimes what can be done to revitalize ecoloch economically depressed areas. The theory being that if people have a job and a chance for a better life, they will be less likely to get in trouble our community courts a good idea and another idea that surfaced what can be done to eliminate racism in the system. Those are some of the ideas that surfaced during the citizen forums that were held last of that was held last week on the issue of crime and again your opportunity now to call in and weigh in with your thoughts. If you have the gubernatorial candidates sitting in your living room, what would you ask them on the on the issue of crime crime rate, of course is for the most part actually been going down of late, but the Opinion polls seem to indicate that people are still very very concerned about crime and interesting Lee enough some of the candidates the two major candidates most likely to get the dfl endorsement at next week's dfl State Convention are both both from the field of law enforcement that crime prevention attorney general. Skip Humphrey and Hennepin County attorney Mike Freeman. They are considered to be the leading candidates for dfl endorsement next week. Thanks for calling in what they think about studies showing that a lot of the people that we have in places like the Hennepin County Jail and so forth in the workhouse are not from Minnesota or haven't been in men. Toto very long it would seem like we're kinda importing some problems it how would they approach that? Weather there should be some kind of state Des incentives for people to come here. Thank you. Thanks for your call. Move on to Joyce who joins us from Crookston. Good morning at home with the children. I just feel that the kids are our home after school. Nobody's there and all they just they're just needs to be a parent there any ideas on on some some approaches that government could take to that would make it easier for for at least one parent to stay home health care. Well, maybe they could pay mom or dad to be either responsible person, and I know it's important. Before you go Joyce, let me run one other thing by you and he apparently came up with the citizens for him that some people would like to return to the days when the neighbors could could weigh in. So if they saw a neighbor kid getting in some trouble late, they would feel free to 2. Discipline the child you think that's a good idea to move back to that old approach kind of a neighborhood approach. Okay. Thanks for call. Racism and I think we need to be concerned about the death of all children right now. We're all concerned about the killings of the white students by white students, but I'm also concerned about the the killings of black children by I'm drive by shootings and I don't feel that they're getting as much air time and concern but in the crime area do about that. What the governor can do about that why I think one thing get the media to pay attention to what I want to know when a six-year-old a 12 year old is killed in the streets as much as I want to know is when they're killed in the school system because I feel like all the children are our our children. I don't want to hear just about white kids being shot. I want to know what's going on in the black neighborhoods to call. Let's move on to another caller. Mike is on the line from Buffalo. Good morning. My concern is really a we had a rash of children getting involved in killing and my concern is that when you try juveniles as adults, are you really actually accomplishing anything except throwing them back into jail or some feeling of Revenge are we really actually doing anything to solve any problems which leads to most of the things we do for Crime are we actually solving a problem? So we just reacting to symptoms my question to any candidate would be what do you see is the root problem. And what are you going to do to actually address root problems instead of just addressing symptoms. Can you give me like to root causes that that you think shouldn't be attended to immediately? Well one give me one. I think one of the the things we have there's just there is too much wattage spread violence that our children are exposed to on a constant basis and you know what it it becomes a very difficult subject because you start getting into censorship. but at some level there has to be somebody that's willing to address that you have to citizens have to be willing to To look at what's important to them on the hole and not be short-sighted short-sightedness and letting anybody do whatever they want with us into a position where we have children going into school with guns killing each other. All right, Mike. Thanks for your comments appreciate it to move on to another caller on the line with a question or comment for the gubernatorial candidates on the issue of crime Cindy. That would be you thanks for calling I guess whenever you are looking at this issue. It's sort of to me boils down to sort of two separate issues what you're doing about the crime problem that's already there and how you're going to prevent the problem from continuing and I guess to me it seems like maybe it's simplistic. But to me the whole issue of crimes for boils down to an issue of respect, you know, if you don't have respect for other people's property for the people's lives, whatever that's really to me sort of what it comes down to and if you do have respect for people's property in for people's lives and health and Nothing else, then you're probably not going to commit a crime against that person. And so to me at my idea would be we have such a wonderful Early Childhood family education program in the state. We are so blessed to have that here and I think we ought to put as much funding as possible into that so that we can promote that and expand that and I think starting with conflict resolution programs in the schools, even as early as preschool and kindergarten some of the schools to have that I know but I'm sure that it's not everywhere and I'm sure there's there's never enough money like such a common sense sort of an idea of your teaching very young kids at a very young age and educating parents. About this too. I think that that is because that's where the problems start my mind for just a minute and you have just told to Canada to and that would be you now to focus on prevention early childhood education emphasis on respect and so on and one of the other citizen says to you too Cindy candidates in D by golly. That sounds great. But in the meanwhile, what are you going to do about all the Mayhem out there right now that you know at the moment, I guess that's not that I understand that we have to focus on that. But I think she I think that's people because it is an acute problem and it is I think I just heard the previous color to say that it's sort of treating the symptoms and you do have to treat the symptoms to or the patient doesn't feel good and get sicker at the same time. You have to figure out what's going on. So I I guess my thoughts are just focusing more on the other pranav, even though I realized that it has to be dealt with from that that side too, but it started more glamorous to talk about him a locking people up and getting more police on the streets of hope that's grabs a lot of attention, but I and it's important that you have to deal with that end, but I think the other end is really What needs to be focused and if you want to solve this problem Richard who joins us with some thoughts on what did he would like the material candidates to talk about in terms of the Prime issue Richard go ahead place or staking is following. Talk to you ran a short excerpt from the questions. They were getting ready to eat preparing for the Oriole candidates and they mention 10 years ago that the crime was nowhere to be seen one of the communities and then afterwards since people have been moving in it, which is implication that well either Nationwide numbers seem to indicate that that is not true and it it it seems that crime seems to be this issues that's very touchy that you can use to excite people and while the numbers point to dramatic decline getting in the criminal activities going on and better law enforcement. We continue to have these Scare Tactics that the candidates are willing to use to muster votes. I'd like to find out what the Candidates are going to do to to stop using the scare tactics and begin to inspire confidence in people that the system is beginning to work or that it is not even just beginning but that it is working and and the things maybe their ways we can come up with better ideas, but not just building prisons because we're building prisons at the time when when they're crying numbers are going down. And then this is a capitalistic society that no business would be able to function like that unless you had some sort of serious subsidy, which means I got to pay for that. I can find out what they're going to do to to to stop it. Maybe we should put some same way. We donate to charity and I'll tax forms. We should put on there what we are prepared to spend as in what we're prepared to spend as individuals. My taxes to build prison. All right. Thank you. Thank you, sir. I guess it's it's hard to bring this issue up without really thinking about appearance and where they're at with her kids and I have a real concern that when we turn the government constantly to answer our own social issues, which we haven't dealt with and we want government to answer those questions, which are truly questions that we have to answer ourselves within our individual communities. You know, it's good to me. It's an unfair question to ask anybody. What are you going to do to solve this problem? The lady said earlier? Yes, we have to take to ProSource. Number one. We've got to begin the prevention and number two we have to deal with what we have right now. And if that means Bill places to take people in every time you screw up then I guess that's what we have to do. Is there anything that you would like to see the gubernatorial candidates say or do about this issue. I just put people away and they're so yeah, they're going to have to deal with the issue where the money's going to come from to do this. The programs are out there. And I know there's a lot of people that believe in all these wonderful Rehabilitation programs, but you screw up you pay your price and when you're done you get out and you start over that's what we got to do. Am I good morning? Good morning. These are the people who preacher competition and free trade excetera excetera and it's sort of a surprising that they can't see it's a tie-in between poverty and crime working people an awful lot of working people hard working people still basically live in poverty. exporting all kinds of jobs overseas and leaving people here at the scramble and scrape in indirect competition is crying for young Feller can see he's opportunities practically zilch and would cry and he can become rich overnight. And the further Republic is not the Preakness. Competition and free trade excetera who can't even see that's where that this competition is leads directly to cram it sort of strange for them with all that really isn't because their philosophies and that's the way they are. So you'd like to see the gubernatorial candidates focus on economic issues trying to make a give people a little more hope give him a shot at a good job and perhaps they would not stray off the straight and narrow, you know that something like 30,000 jobs at 3000 jobs at $30,000 a year if you know a guy and put now all that in his pocket. I'm three thousand people left out there scrambling around. Trying to live on minimum wage or these dead-end totally dead end job that's being offered as I see a while. He's corporations exporting a good jobs overseas where of course they got. Less than minimum wage employees. Are there making out like Bandits? What's the American people are left holding the bag and of course we can build that I pulled the solution is to figure out how many people can be millionaires in this country satisfactory and then put everybody else. Yu-Gi-Oh. Thanks for letting us move on to a penny who calls from the Minneapolis. Good morning your comment or question for the gubernatorial candidates have Minnesota. Become one of the first states in the nation to outlaw guns that are not used for hunting and then if you do own a hunting gun that you have to have it locked up in your home with the safety methods so that children can't use it. I don't understand why you invited happen why people don't question why there are guns. It says if it says his god-given right like wife. Know that fart, I think that this wild west mentality has to end in the and the gun should be put away for us. Move on to Robert who's calling from Culver. Go ahead uses of of no jobs and stuff like that. It seems like everybody to call Xin has a problem but never no answer the gubernatorial race in present governor should right now make a proclamation or a law or something saying look parents. Here's the route the beginning of the whole situation parents your children get in the world of garbage you go right with him the sheriff picks you up and you go to jail with him, you stand trial so on and so forth in about 10 of these be publicly addressed throughout the media and by Gloria bet your folks would start saying hey kids. What are you doing? Where are you? I want to know what's going on. I'm you know working with you and not against you but let me know what's going on or let me see be kind of tough to get votes from parents on if you are a fair number of people would say while I do my best but what my child does is ultimately his or her choice. I call my best isn't good enough until the kids reach 12, 13 14 years old 15 years old and then beyond that then they're pretty well almost adult son. But the main thing of it is teach and love and give these young folks credit where credit's due and see what they're doing be with them and thinks this nature and tell him the rights the wrongs and point the stuff out. Otherwise, they too can stick that same route as this kid that just killed all the kids in school recently goes to jail. His parents was killed too, but I'm sorry about that. I wish it hadn't happened but I still say the parents should have to go through the same thing and be forewarned Robert if you screw up here your 10 year old kid screws up you go to jail with him. Okay. Thanks for call you bet you that's move on to fill who's on the line from Minneapolis with a question or comment for the gubernatorial candidates morning, sir, the case proceeds and pouring it directly into education in the state of Minnesota an earlier person, No matter how great the early childhood education was in the state and there may well be by comparison pretty decent early childhood education, but I know from my own personal experience in at least one inner ring suburbs School District near Minneapolis that School districts are being having their feet hell to the fire by the state of various compensation portions of compensation for from for teachers was withheld by the state over several years and never paid back and how would this affect the crime problem before back is observed and the tendency toward not be able to for young kids not being able to know what's right the difference between right and wrong comes because we are not helping young parents and young families enough part of that can easily be remedied by having schools more better equipped to assist families and having more counselors and more assistance to teachers and smaller class size teachers can spend more time with kit with students who need more help and some more time with students who Excel so they would can Excel more more time with just more time for students. Will that alone more teachers cost more money? I know one school district that is letting teachers go because they do not have the money. They've tried to get Bond issues through and through a lack of good publicity through the demographics in the school system changing not enough young parents realizing that they've got to spend another hundred to $200 a year to improve everybody's lot in the school district email Rising tide raises all boats in education. And in the United States are view is we want everyone to get a good basic education. And if you defend the school district, you're not carry the load the less less qualified students will get less education and the better qualified students will get less education maybe forever. Each kids won't make that much difference, but right, you know the portions of our society we depend on me the leaders and the and the lower-level people to do the minimal amount of work. For help and I think we need more money and education. I think that's been screwed over Years. Thank you, sir. Appreciate the comment. Let's move on to Elizabeth who is next in line. If you have the candidates there in your living room talking about the issue of crime. What would you say to them Elizabeth? I would ask them to raise the level of discourse about crime. I would ask them to be less partisan. I would ask them to not give soundbite quick fixes as though someone program or someone method of funding we're going to fix things. I think one of the things that we can look to our legislators for us is really to respond as fast as public people as people who who said of sort of standard For the way we talk about things to talk about the difference between the hard cases like these kids shooting one another and the more routine endemic problems that we have in the culture to acknowledge that sexual psychopath aren't readable which is why we talked about locking them up to talk about people making choices having to have some other choice and technology for this not going to all be the same thing. That isn't a liberal arts education for every kid in America in order to make their lives better. I would like to see less pain string on both sides. I'm kind of a heartbroken dfl. ER. I feel like such the left has opted out for slogans and And both tired rhetoric and I would like to see the governor invigorates of the level of conversation to have to show some creative intellect. Let's move on to Jerry and Duluth then if you have the candidates there in front of you Jerry, what would you say to them 80% of the crime in the United States fire all the deputy sheriff, you know, if a person killed the police officer, it's much more severe current. How about if we if a police officer breaks the law he has triple the normal penalty. Would you support that kind of initiative and he has anything else that you'd like to have the candidates weigh in on your call. Let's move on to Teresa and Minneapolis. And if you have the candidates in front of you. So, what would you say to them? Why they're making such a big issue out of crime when according to the statistics available crime has been dropping. And I would like to know in whose benefit it is to make a big issue out of crime. And and who are we trying to scare? And why are we trying to scare them? apparently there are a lot of people in the state of Minnesota who are concerned about this issue is the area that they haven't seen before and they also have to deal with issues of poverty and and contrary to what couple of the collars just said poverty is indeed an issue. I have a really specific recommendation in regard to juveniles who have perpetrated a crime along with adults and this is the results of burglary that we experienced last October and which there was a what the police labeled a professional about burglar. I was mentoring a 17 year old Juvenile and burglary And number one is a week. I would like to see some legislation that prohibits contributing to the delinquency of a minor. The back could be a lead it away in a plea bargain for the adult. Number one and number two that the one there is the juvenile juvenile involved in a crime that this is something that the adult must be charged with. I mean, this should not be at the option of the prosecuting attorney. I am and then the third thing is that I it was really clear. This activity happened in October. The perpetrators were caught in the act thanks to an alert citizen. We were not at home or it would have been a first degree burglary if that's my understanding as it was it was a second degree burglary the adult had this previous history and we just kind of a feel that it didn't get settled until February of this year ago from October to February it was hanging fire adults who involve kids and crime and speedier justice speedier justice, but also the other point was this in this particular case the adult with a with an uncle of the juvenile. And we just felt that that was that should not have been put away and that also that in the sentencing that the adults should not have been allowed to have any contact with the nephew and his younger sibling. So I want to say that starts with the parents giving them a living wage and appreciate when kids do simply things simply that I could you know, you don't see kids. That's when they do good that's really held up and that's held up as a limelight and an example kids do things bad then they get all the attention and I also want to say that I'm When it comes to the African-American neighborhoods when we look at TV and we see cops and we see you know, all these different cop shows. We see our kids handcuffed and considered guilty before their deaths in 2 quarts to be proven innocent. And so our children are becoming more and more a conscious of the fact that look there's no mercy for you out there. If you do wrong you going to be shot before I asked if you done wrong you going to be handcuffed and taken down town. Do you go to see crime dropping and the minority neighborhoods and crime now, it's in the Anglo-Saxon neighborhood. Now, you're standing in the middle class white neighborhoods. And now it's a big uproar about it. Let's do something why I say let's do some all around that matter black and white, but I do want to say that his need to see the consequences of what happened. It's not just like Rambo you do some batting and somebody walk you off and sell you really a tough guy you go to jail you go to the electric chair things happen to you.
