International landmine treaty signed in Oslo without US

President Clinton today announced the U.S. will not support an international treaty calling for a total ban on land mines. Clinton says he can't sign on because it doesn't allow enough time to phase out mines in Korea, where U.S. troops are stationed. Susan Walker is the director of Handicap International, and head of the Minnesota campaign to ban landmines. She is in Oslo, and witnessed the signing of the treaty today.
